    The National Reconnaissance Office (NRO) is seeking a Senior Technical Analyst/Cost Analyst to provide technical and professional advice on engineering, physical science, or mathematical/statistical issues affecting the NRO. The position is assigned to Business Plans and Operations (BPO) Directorate, Cost and Acquisition Assessment Group (CAAG) within the NRO. The position serves as an Estimating Team Lead. The position provides input for the preparation of independent cost estimates for new and ongoing NRO space and ground major system acquisition programs and evaluates the basis of estimates for resource requirements prepared by NRO program offices. Team Lead positions within the CAAG are exposed to and can lead contractor teams in developing estimates for programs that span many directorates. This specific opening will manage internal space estimating methods development efforts in addition to estimates. This position also requires making many decisions to resolve specific complex or intricate issues and problems; developing new methods and criteria; or proposing new policies and practices.Major responsibilities and duties include:Responsible for effectuating analysis to provide greater insights into both resources expended for hte NRO's complex systems and services acquisitions as well as the resources utilized by NRO as an organization.Lead the preparation and review of wide-ranging cost analysis supporting the Director of NRO, Principal Deputy Director of NRO, and/or Director/BPO requests.Conduct cost and financial analysis activities including, but not limited to the preparation and review of independent cost estimates and analysis of NRO's systems and trade studies in support of future strategic architectures for NRO systems.Brief senior management through each project development cycle.Maintains interactions with contractor personnel to evaluate and correct development activities or provide technical and managerial consultations to team managers when problem areas arise.Prepares, provides, and evaluates quantitative analysis in the development of cost, performance, and effectiveness studies, variance analyses.Manages CAAG-wide initiatives to develop/update space estimating methods and models. Conducts extensive systematic exploration of problems of an unprecedented nature.Responsible for unique, very difficult to define tasks requiring unconventional approaches and the application and adaptation of sophisticated analytical techniques.Performs investigative studies involving the development or application of methodologies, which extend beyond the present state of the art or involve and require highly superior analysis products.Plans, arranges, and manages data collection and preliminary analysis.Plans and performs investigations to develop new methods and means of validating findings.Qualification RequirementsThe position requires a minimum education of a Bachelor’s degree in engineering or a related technical field (STEM Degree such as engineering technology, physics, chemistry, computer science, mathematics) in addition to the above skill requirements listed above.Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for immediate success in the position.Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in and directly related to the duties of the position as described above.
