    Job Description

    LONG TERM ASSIGNMENT STAFF ANALYST I SCOPE OF WORK

    1. PROJECT DESCRIPTION: Under direct supervision, provide assistance in the administration of multiple Consultant Contracts.
    2. Professional/TechnicalTitle: Staff Analyst I
    3. Duration of Service Required: 52 Weeks
    4. Normal Work Week: Monday - Friday
    5. No. of Paid Hours Per Week: 40 hours (NYCT does not pay for lunch hours.)
    6. Hours of Work: 8:00 a.m. – 4:30 p.m. 7.  Administrative functions: 100% • Office locations: 100 %

    8. Reports To: Deputy Chief - Consultant Services, Contracts MTA C&D
    9. QUALIFICATION REQUIREMENTS: A bachelor's or a master's degree from an accredited college or university in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor an resources development, political science, or urban studies, doctor degree from an accredited law school.
    10. EXPERIENCE REQUIREMENTS: Two years of satisfactory full-time professional experience in one or a combination of the following areas: working with the budget of a large public or private concern in contract administration and project management in MTA C&D.

    12. SPECIAL SKILLS/TRAINING REQUIREMENTS: • Strong organizational skills • Excellent interpersonal, written and verbal communication skills • Strong computer skills including knowledge of Microsoft Windows, Office, Outlook, PeopleSoft, and Project Report System (PSR) • Must have and understanding of data structure and knowledge of data management such as sorting, filtering and scanning
    13. DESCRIPTION OF WORK - The selected candidates under supervision will perform several of the following contracts/projects related functions: • Review Hazardous Material and Environmental Engineering, Design Engineering, and Consultant Construction Management (CCM) scope of work and in-house estimates for contractual compliance • Determine funding requirements for Task Orders • Assist in soliciting Request for Proposals (RFP's) • Review Technical Proposals and Resumes • Participate in the Task Orders Selection Committee Process • Review cost proposals for contractual compliance • Perform cost analysis against vendor's cost and in-house estimates • Draft Task Order agreements and memorandums • Track and update master spreadsheets and internal databases • Reconcile Task Order issues by acting as a liaison between Consultants and internal MTA C & D program areas • Track and Manage Task Orders from inception to completion • Coordinate with Department of Diversity and Civil Rights (DDCR) and Consultants for tracking prescribed contractual minority goals • Generate requisitions and reductions in PeopleSoft
