POSITION SUMMARY: The Transportation Liaison assists in establishing and
implementing an appropriate transportation plan for students. The
Transportation Liaison provides important community services and liaison
functions between the respective Field Support Center (FSC), Office of
Pupil Transportation (OPT), schools, and the parents and families of
students. The Liaison disseminates critical information regarding
DOE-provided General Education (GE) and Special Education (SE) services.
S/he facilitates necessary communication between schools and the Office
of School Health, the Committees on Special Education, and the Office of
Pupil Transportation. The Liaison is responsible for advising
school-based personnel on DOE transportation procedures and policies and
provides targeted support, as needed, for specific schools. The Liaison
will be the primary resource for schools on transportation procedures
and policies. Performs related work.
REPORTS TO: Director of Operational Support and OPT on the
implementation of Central policy and professional development.
DIRECT REPORTS: N/A
KEY RELATIONSHIPS: Relationships will be fostered with Office of Pupil
Transportation administration and staff, school-based administration,
representatives from the Office of School Health, the Special Education
Office and the Committees on Special Education, the Office of Students
in Temporary Housing, as well as community-based organizations and
parents.
RESPONSIBILITIES
Community Support/School Support
- Provides information and guidance to parents/guardians of students
in relation to transportation accommodations associated with
student placement.
- Coordinates contact with various offices within the Department of
Education (DOE), as well as with outside agencies and CBOs in
relation to transportation accommodation requests.
- Performs difficult and responsible support operations in the area of
transportation services for general education and special
education students.
- Collaborates with OPT Account Managers in responding to inquiries
from schools regarding yellow bus and MetroCard services.
Support to the Committees on Special Education
- Advises on procedures related to specialized transportation with the
Division of Specialized Instruction and Student Support.
- In collaboration with the Division of Specialized Instruction and
Student Support, provides guidance to school personnel and parents
on Specialized Transportation policies and procedures and provides
targeted intervention in schools to ensure that specialized
transportation and accommodations guidelines and procedures for the
medical review of transportation needs are followed.
- Reviews SE ridership and assists schools with the addition or
deletion of students.
- Works as a liaison with District 75 and CBOs regarding the
coordination of transportation, as needed.
- Reviews all recommendations for specialized transportation.
- Reviews all documentation to support requests for specialized
transportation, identifies missing requirements, and communicates
with individuals responsible for obtaining this material.
- Ensures that an Office of School Health physician has reviewed and
approved or recommended changes to requests for specialized
transportation Accommodations prior to an IEP meeting.
Support to the Office of Pupil Transportation
- Manages communication between the district Committees on Special
Education, schools and the Office of Pupil Transportation regarding
students approved for Specialized Transportation services.
- Ensures that schools and CSEs enter data in a timely and
accurate manner. Fosters collaboration and process integration
across the Office of Pupil Transportation and with special
education personnel.
- Ensures that principals submit on a timely basis appropriate
documentation for the annual Specialized Transportation
reconciliation in May/June of each year.
Support to the Office of School Health
- Manages communication between the regional Committees on Special
Education, schools, the Office of School Health and CBOs, as needed.
- Ensures that medical documentation is completed in a timely manner
before it is sent to the Office of School Health.
- Monitors the status of all Accommodation requests and 504 requests
under review by the OSH physician, and escalates concerns
as necessary.
- Ensures that documentation is submitted in a timely manner.
QUALIFICATION REQUIREMENTS:
MINIMUM
- A baccalaureate degree from an accredited college and two (2) years
of experience in community work or community centered activities in
an area related to the duties described above; or
- High school graduation or equivalent and six (6) years of experience
in community work or community centered activities in an area
related to the duties as described above; or
- Education and/or experience which is equivalent to “1” or “2” above.
However, all candidates must have at least one (1) year of
experience as described in “1” above.
PREFERRED
- Success in an indirect management role within large organizations.
- Knowledge and understanding of overall organizational strategy.
- Ability to prepare written reports and presentations clearly
and concisely.
- Ability to make critical analyses in determining courses of action.
- Experience as a persuasive and persistent advocate for
customer needs.
- Internal candidates preferred.
SALARY: $50,231+
(Internal candidates who are selected for this position and who
currently hold comparable or less senior positions within the DOE will
not make less than their current salary.)
