    THIS TITLE IS IN A CIVIL SERVICE COMPETITIVE CLASS THAT IS SUBJECT TO EXAMINATION. POSITION IS ONLY OPEN TO INTERNAL DOE EMPLOYEES WHO HAVE PERMANENT NYC CIVIL SERVICE STATUS AS EDUCATION OFFICER.

     

    POSITION SUMMARY: Under the direction of the SESIS Program Manager – Special Education, with latitude for independent judgment and initiative, the SESIS Program Coordinator is responsible for the planning, development, and analysis of various SESIS functional needs, including defining, documenting, and validating processes and business rules to identify key requirements that meet the business objectives. The SESIS Program Coordinator serves as a liaison between the Special Education subject matter experts and other activities in order to elicit, define, document, prioritize, and validate business requirements and create documentation that is consumed by project technical personnel. Performs related work.

    KEY RELATIONSHIPS: Works closely with Executive Director of Related Services; Executive Director of Program and Regulatory Affairs; Executive Director of Committees on Special Education; Executive Director of Special Education Systems; Director of Legacy Data Systems, including Automate the Schools (ATS), LCGMS, SEC, and CAP; business stakeholders; Office of the First Deputy Chancellor; SESIS Business Team; DIIT; DOITT.

     

    RESPONSIBILITIES

     

    • Assist in compiling, analyzing, and interpreting of quantitative and qualitative information in all phases of the Special Education Program.
    • Prepare written analysis and reports of activities associated with SESIS, including recommendations for program improvement.
    • Assist with the development of SESIS training material.
    • Develop SESIS guided action instructions to assist field users with SESIS processes.
    • Communicate effectively with potential users, stakeholders, IT staff, and decision-makers to identify needs and evaluate potential business solutions with project management.
    • Create business and functional requirement documents, as well as complex reports, studies, survey findings, and other business analysis artifacts.
    • Elicit requirements using interviews, customer documents, workshops, surveys, site visits, business process descriptions, analysis of business rules, scenarios, tasks and workflow analysis, and any other analysis techniques for both new and existing processes and procedures.
    • Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from underlying true needs.
    • Develop requirements specifications according to standard templates, using natural language, for medium to enterprise-level systems.
    • Document current and future system flows using industry standards and various modeling techniques.
    • Collaborate with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs.
    • Validate proposed solutions, meet project objectives, and solve underlying business problems.
    • Promote staff buy-in and collect required feedback from users of SESIS.
    • Proactively plan and facilitate discussions, broker issue resolutions, and articulate decision points.
    • Work independently with users, project managers, and various stakeholders to define concepts, processes, and requirements.
    • Serve as a liaison between business units, technology teams, and support teams.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master’s degree from an accredited college in education, guidance, educational administration and supervision, or a related field; or
    2. A baccalaureate degree from an accredited college and one of the following:

                 (A) one year of full-time satisfactory professional experience in educational program administration, career or occupational program administration; or

                 (B) one year of full-time satisfactory professional experience as a state certified or licensed teacher; or

    1. A four-year high school diploma or its educational equivalent and five years of full-time satisfactory professional experience in educational program administration, career or occupational program administration; or
    2. A combination of education and/or experience which is equivalent to the requirements in "1," "2," and "3" above. However, all candidates must have at least an approved four-year high school diploma or its educational equivalent.

    • At least 36 months of full-time satisfactory professional experience in developing requirements specifications according to standard templates, using natural language, for medium to enterprise level systems and documenting current/future system flows using industry standards and various modeling techniques.
    • At least 24 months satisfactory, full-time experience designing, developing, planning, performing, and documenting structured analysis and testing of applications and complex data and developing programming specifications for, and conducting testing of, applications, user interfaces, reports, security and related functionality.
    • One year of professional experience using Structured Query Language (SQL). This experience must include advanced knowledge of SQL, including joints, views, primary keys, foreign keys and stored procedures.
    • One year of professional experience using Microsoft Excel. This experience must include advanced knowledge of Excel, e.g., advanced functions (VLOOKUP, IF statements) and Pivot Tables.
    • Experience with HP Application Lifecycle Management.

     

    PREFERRED

     

    • Familiarity with special education support functions at the NYC Department of Education.
    • Experience in building service-oriented relationships and providing successful consultative support.
    • Experience in using requirement definitions, management systems, and methodologies.
    • Ability to think strategically, mobilize disparate groups of people toward a common and ambitious goal, manage horizontally, and translate insights into action.
    • Meeting planning, facilitation, and presentation skills.
    • Experience working with stakeholders to define and develop business processes and procedures and system requirements.
    • Knowledge of test documentation and procedures.

     

    SALARY: $73,889+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
