    POSITION SUMMARY: The Division of School Facilities is dedicated to ensuring a safe, clean environment so that the students of New York City may concentrate on education without distraction. The Area Energy Manager will have oversight over global responsibilities related to specific functions within the Division of School Facilities, preventative maintenance oversight and operations management. Performs related work.

     

    REPORTS TO: Senior Energy Project Manager  

     

    DIRECT REPORTS: Energy Contract Managers

     

    KEY RELATIONSHIPS: Relationships will be fostered with the Director of Sustainability, Borough Maintenance Planners, Directors of Facilities, Deputy Directors of Facilities, Supervisors within DSF and their technical and support staff, high-level administrators, principals, directors, and managers, as well as contractors, community groups, unions, public environmental advocates, and students.

     

    RESPONSIBILITIES

     

    • Develops and oversees a borough-wide energy management program within the Division of School Facilities in coordination with the Department of Citywide Administrative Services (DCAS) and the Division of Energy Management (DEM). The program is slated to cover a wide variety of areas, including operations improvement, preventative maintenance procedures, and information management to reduce the greenhouse gas emissions and conserve energy.
    • Actively implements energy management programs including training and monitoring of new and existing programs. Ensures that building and management staff borough-wide are knowledgeable in the implementation of successful initiatives.
    • Conducts energy management awareness seminars to School Sustainability Committees comprised of administrators, students, parents, community groups and advocates. Leads local groups as well as school based staff through the process of energy management. Acts as a resource to local schools and advocates for energy management.
    • Performs high-level analyses of energy consumption and energy management reduction plans and benchmarks using complex software systems, including the Environmental Protection Agency’s portfolio manager database as well as DCAS, DEM, and DSF software programs.
    • Assists in the development of computerized maintenance management systems and the coordination with other stakeholders, including DCAS and DEM.
    • Creates case studies to show implications and ramifications of energy management.
    • Reviews and recommends equipment purchases to ensure energy efficiency when replacing obsolete or non-working equipment. Works closely with purchasing groups within the Department of Education to ensure a combination of optimal energy and fiscal saving.
    • Leads the deployment of preventative maintenance work plans across schools. Develops quality assurance procedures specific to equipment upkeep and maintenance as it relates to energy consumption.
    • Develops and works with school-based facility staff to implement programs to improve operational efficiency and assess energy management.
    • Assists facility maintenance managers and staff in evaluating HVAC and energy equipment maintenance staff to ensure effectiveness and operational efficiency.
    • In collaboration with DCAS, DEM and DSF, develops training options and improvement plans to ensure the best operation in the area of HVAC and energy equipment maintenance.
    • Identifies training needs for energy-related skills.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    Nine years of full-time paid experience doing field work as an inspector, supervisor, manager or consultant in building maintenance, construction, or installation of electrical, heating, ventilating, air conditioning or sanitary equipment, at least 18 months of which must have been in a supervisory, managerial or consultative capacity.

     

    Education leading toward a baccalaureate degree in engineering or architecture from an accredited collage may be substituted for the work experience described above on a year-for-year basis, up to a maximum of three years of experience. However, all candidates must have 18 months supervisory, managerial or consultative experience described above.

     

    PREFERRED

     

    • Five (5) years of experience in facility operations and maintenance, energy management, or mechanical systems construction.
    • Baccalaureate degree in mechanical engineering, electrical engineering, electronics and instrumentation or a related field, with emphasis on facilities management.
    • Knowledge of Building Commissioning, Retro-Commissioning, lighting and temperature controls systems, building automation systems, alternative energy, and energy management program development.
    • Background in HVAC equipment and electrical distribution systems.
    • Strong analytical skills.
    • Problem-solving skills to drive organizational and individual change.
    • Experience with training staff.
    • Ability to develop and manage budget and personnel.
    • Strong organizational, communication, and interpersonal skills.
    • Certification as a Certified Energy Manager, Certified Energy Auditor, Existing Building Commissioning Professional, Certified Building Commissioning Professional, Green Building Engineer or Leadership in Energy and Environmental Design (LEED) Accredited Professionals (AP) certification.
    • Internal applicants preferred.

     

     

    SALARY: $94,146+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
