THIS TITLE IS IN A CIVIL SERVICE COMPETITIVE CLASS THAT IS SUBJECT TO EXAMINATION. POSITION IS ONLY OPEN TO APPLICANTS WITH PERMANENT NYC CIVIL SERVICE STATUS AS EDUCATION ANALYST OR CANDIDATES WHO FILED FOR THE EDUCATION ANALYST CIVIL SERVICE EXAMINATION.
POSITION SUMMARY: With latitude for independent initiative and judgment, the Data Analyst will report to the Director of Data Analysis under the supervision of the Chief Administrator for Administration, Data, and Technology, and will assume responsibility for developing and maintaining data reporting procedures and databases. The Data Analyst will also provide support for the division’s invoice and accounts payable and accounts receivable functions, and work closely with the Director of DCP Administration to review invoices and authorize payments. Performs related work.

KEY RELATIONSHIPS: Will interact with all levels of DCP, specifically staff in administration and technology, as well as procurement staff.
RESPONSIBILITIES
- Evaluate existing reporting methods, recommend improvements, and implement authorized changes; develop new reporting methods based on assessment of new reporting requests.
- Analyze large sets of purchasing data using Microsoft Excel.
- Contribute to comprehensive reports on study findings.
- Generate weekly budget and invoice reports.
- Work with administrative staff to review and track invoices, authorize accounts payable, and monitor revenue receivables.
- Develop and execute contract spending reports at the request of the Director of Data Analysis, various program offices, and high-level DOE officials.
- Develop quantitative based testing models to ensure data integrity in reporting.
- Utilize and become proficient in various systems such as the Contract Tracking System (CTS), Contract Processing System (CPS), and Access.
- Assist with providing data in response to Comptroller inquiries on spending.
- Perform as the key leader for audit document collection.
- Improve on tracking systems for new procurements on expiring contracts and track progress with procurements currently underway.
- Track and report data for Universal Pre-Kindergarten (UPK) for All.
- Track and report data that is used in the Minority and Women-Owned Business Enterprises (MWBE) annual report, in addition to other MWBE initiatives.
- Develop methods to calculate and track procurement savings in a comprehensive regular report.
- Provide information to the Mayor’s Office of Contract Services for their annual procurement indicators report presentation.
QUALIFICATION REQUIREMENTS:
MINIMUM
- A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field; or
- A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience for educational program(s) and/or institution(s) in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management.
PREFERRED
- Highly proficient in Microsoft Excel.
- Knowledge of financial, accounting, and procurement management systems.
- Understanding of public sector procurement.
- Experience as an analytical, process-oriented thinker and problem solver.
- Experience in data analytics and reporting. Ability to perform independent research, data collection, and analysis.
- Experience working with data integrity and improving processes for increased data quality.
- Experience in pulling data from various/diverse systems.
- Excellent written and spoken communication skills.
SALARY: $70,370+
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
