    EXECUTIVE SUPERINTENDENT

     

    POSITION SUMMARY: Under the executive leadership and direction of the First Deputy Chancellor, with the broadest scope for the exercise of independent initiative and judgment, the Executive Superintendent is charged with implementing policies formulated by the central Department of Education (DOE) and the Chancellor and ensuring compliance with all legislative, judicial, and outside agency mandates, including those of the federal government, the State Education Department (SED) and the New York State Board of Regents. The Executive Superintendent has the primary responsibility of establishing structures and systems to support the work of the Superintendents in improving academic achievement for all students, and to ensure that there is consistent implementation of programs and actions reflected in the District Action Plan. The Executive Superintendent supervises school superintendents, field operations, and instructional support staff in a defined geographical region or administrative group as designated by the Chancellor. Performs related work.

     

    REPORTS TO: First Deputy Chancellor

     

    DIRECT REPORTS: Community Superintendents, High School Superintendents, Borough/Citywide Office Executive Director, Director of Academic Response Team.

     

    KEY RELATIONSHIPS: Works collaboratively with other Executive Superintendents and other key DOE personnel to coordinate differentiated instructional, operational, and compliance-related support to schools.

     

    RESPONSIBILITIES

    • Provides leadership support and direction to Community Superintendents, High School Superintendents, Borough/Citywide Office Executive Director , and Director of Academic Response Team in the design and implementation of new and innovative educational programs and learning environments.
    • Provides guidance and supports Community Superintendents, High School Superintendents, Borough/Citywide Office Executive Director, and Director of Academic Response Team with the implementation of long-term instructional goals and strategies for the delivery of instructional services.
    • Oversees and manages Community Superintendents and High School Superintendents in the assigned area, meeting and consulting with them to identify significant instructional and support services issues and priorities; communicates these issues to the First Deputy Chancellor and relevant central offices and divisions, and ensures appropriate follow-up and timely response.
    • Facilitates cooperation and communication among Community Superintendents, High School Superintendents, Borough/Citywide Office Executive Director, and Director of Academic Response Team in the assigned area, in particular in the identification of strategies to ensure that the DOE’s instructional programs, assessments and pedagogical approaches are fully and appropriately implemented and are well-suited to meet the needs of all students, including ongoing structured opportunities to share best practices.
    • Supervises Borough/Citywide Office Executive Director in the coordination and support of day-to-day and long-range instructional and operational support to superintendents, principals, and other school-based staff to ensure increased student achievement.
    • Provides executive-level professional development and mentoring to new Community Superintendents, High School Superintendents, Borough/Citywide Office Executive Director, and Director of Academic Response Team.
    • Oversees the delivery of specific instructional and support services to districts and schools.
    • Provides technical assistance and information to assist districts in their capacity to plan and implement initiatives related to the provision of instructional and support services, including promotion policy and summer school planning, program and new school development, charter schools, facilities, space management and school utilization, financial operations, budget, transportation, capital planning, and technology.
    • Manages the implementation of the P.P.R. (Principal Performance Review) process, principal/teacher tenure tracking, as well as the C-30 recommendation procedure.
    • Participates in C-37/Selection of Superintendents process for the appointment of Community Superintendents and High School Superintendents.
    • Serves as liaison in matters related to collective bargaining, as required by contract. Meets and consults with collective bargaining units.
    • Oversees and manages Borough/Citywide Office Executive Director, and Director of Academic Response Team in the coordination and support of day-to-day and long-range instructional and operational support to Community Superintendents and High School Superintendents, principals, and other school-based staff to ensure increased student achievement. Provides guidance and supervision in all aspects of instructional and operational activities, programs and initiatives, including the areas of teaching and learning, special education, Multilingual Learners, budget and human resources.
    • Leads the coordination of support for the development and implementation of professional development opportunities, based on individual school needs and student data for principals, other school-based staff, and team staff, to strengthen their knowledge of instructional, operational, and compliance areas.
    • Oversees the coordination of the services and supports that schools require in order to create and implement postsecondary readiness programs for students.
    • Supports schools in promoting a culture of academic rigor, a positive school climate and culture, a respect for diversity within schools and for all students, and the provision of opportunities for the implementation of social emotional learning.
    • Supervises and engages in the handling of emergent or high-priority situations as may arise in the day-to-day supervision of schools and districts, as well as safety and suspension issues.
    • Oversees the coordination and support of operational systems required by schools to develop and implement instructional initiatives, such as school openings, summer school, extended school day, Saturday school, holiday academic intervention, and credit accumulation programs, as well as advanced placement and enrichment programs for students.
    • Oversees the support of schools in implementing innovative learning models, strategies, or approaches.
    • Manages the creation of guidelines and policies to streamline efficient compliance and school support policies on compliance-related matters that govern student services.
    • Manages external partnerships with key providers, stakeholders, advocates, and other partners as needed in geographical region or administrative group to foster and facilitate engagement of partners in decision-making and improvement efforts of districts and schools.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    Must currently possess or will possess by date of hire, New York State certification as a school district administrator (SDA) or school district leader (SDL).  PLEASE NOTE: WE DO NOT ACCEPT INTERNSHIP CERTIFICATES.

    PREFERRED

     

    Consistent with and expanding on the educational, managerial and administrative qualifications set forth for community superintendents in Chancellor’s Regulation C-37, the DOE seeks candidates for Executive Superintendent with:

     

    • At least seven years of prior pedagogic experience (e.g., as a teacher) in addition to three years of experience as a principal.
    • Respected, highly skilled instructional leader with broad experience, who understands and supports the instructional needs of English Language Learners at all stages of English acquisition, Special Education students, and Gifted and Talented students.
    • Record of success in improving outcomes for all students; developing teachers, school leaders, and teams, including in large and/or urban districts; and turning around low-performing schools.
    • Commitment to data-driven decision-making, differentiated instruction, and continuous adult learning as drivers of improved student outcomes.
    • Experience developing data and improvement systems focused on aligning all aspects of school support and superviusion toward a vision of great schools in the postion’s portfolio.
    • Focus on the instructional core – the intersection of content, the teacher and the student – with an emphasis on making high-quality, rigorous, and culturally and linguistically responsive instruction accessible to all students.
    • Sophisticated understanding and ability to apply effective theories of and effective practices for student learning, growth and development across a variety of dimensions; professional learning for an array of staff and constituents; differentiated instructional strategies, especially for high-needs students; formative assessments as a basis for continual school improvement; and evidence-driven evaluations.
    • Commitment and ability to include parents and school communities in decisions regarding student learning; ability to be inclusive of all members of school communities; ability to communicate with and engage relevant community stakeholders, and to be visible and approachable by the community and to attend community events.
    • Evidence of high standards of ethics, honesty, and integrity in professional matters; ability to work well with staff and school communities.
    • Strong organizational skills and the ability to communicate effectively, both orally and in writing – particularly in complex environments and in conditions of ambiguity.
    • Track record of leadership of educational institutions or organizations, including the ability to motivate and inspire students, parents, staff and school communities; ability to resolve conflicts, diffuse argumentative situations, facilitate difficult conversations, and bring constituencies together in pursuit of common goals. and the ability to work with principals as partners to develop and accelerate their leadership capacity through differentiated instructional and operational supports for principals and schools.
    • Track record in achieving educational, managerial, and administrative effectiveness; evidence of a pattern of growth in student achievement in supervised or supported schools.

     

     

    SALARY: $190,000+
