    POSITION SUMMARY:  The New York City school system is the largest in the country, composed of approximately 1.1 million students and 75,000+ teachers in over 1,800 schools.  Each year there are over 100,000 students who are homeless or live in temporary housing, including shelter, foster care, and domestic violence safe housing. Research indicates that students in temporary housing face unique academic challenges and are more likely to be chronically absent than their housed peers.

     

    The Office of Community Schools (OCS) works with schools and communities to advance equity by embracing a “whole child, whole community” approach – looking holistically at students, families, and communities to ascertain assets and needs and decide together which services and supports should be employed.  The OCS Students in Temporary Housing (STH) team leads citywide efforts to provide whole child based supports to students and families affected by homelessness. 

     

    The Director of Clinical Services and Special Populations will interface with other DOE and City agencies, nonprofit advocates, academics, technical experts, and others to ensure that Bridging the Gap social workers, STH social work interns, and school- and shelter-based staff are equipped to support the mental health needs of students affected by homelessness. The Director will also lead efforts to establish expertise and guide the development of programs, practices, and policies to support all special populations, including youth in foster care, unaccompanied youth, LGBTQ youth, those affected by domestic violence, and other special populations. Performs related work.

     

    REPORTS TO: Executive Director for Students in Temporary Housing

     

    DIRECT REPORTS:  Staff, interns, and external consultants.

     

    KEY RELATIONSHIPS:  Other leadership members of the OCS STH team, other DOE offices similarly engaged in supporting homeless and vulnerable student populations, other City agencies such as the Department of Health and Mental Hygiene, Department of Homeless Services, the Administration for Children’s Services, Department of Youth and Community Development - Runaway Homeless Youth (RHY) unit, Mayor’s Office to Combat Domestic Violence, university schools of social work, and third-party mental health providers.   

     

    RESPONSIBILITIES

     

    • Ensure that all Bridging the Gap (BTG) social work staff and social work interns supported by the STH team receive appropriate supervision to meet oversight compliance requirements, and advance those seeking licensure toward their supervised service hour requirements.
      • Identify a suitable, licensed supervisor in their school or district that can provide appropriate oversight; provide guidance and training to these supervisors to ensure that their oversight aligns with STH standards and objectives.
      • Ensure that Regional managers are provided guidance and training to support onboarding and development of new BTG social workers and social work interns alongside other members of their regional cohort.
    • Advance staff development and training for the STH team and our partners in other DOE offices and City agencies, with the goal of enabling field-based staff to transfer key learnings to their peers:
      • Work with the Capacity-Building Team to develop a robust professional development series for the Bridging the Gap social workers to ensure development of their clinical expertise, advance their understanding of regulations, share promising practices, and improve coordination with STH support providers and stakeholders.
      • Similar to above, seek to develop joint training opportunities with the DOE’s school guidance and social work teams, DOH’s mental health teams, similar partners in other City agencies, including DHS, ACS, and DYCD, and community-based organizations (CBOs) providing mental health and clinical supports in shelters and schools.
      • Work with the STH Regional Managers to develop approaches and tools that enhance school-level partnerships between Bridging the Gap social workers, principals, school social workers, mental health professionals, and other partners in the school environment.
    • Support escalations that emerge from STH Regional Managers, such as crisis de-escalation and safety issues, working with school and field staff to ensure that escalations are well coordinated, prompt, and follow appropriate protocols.
    • Develop policies, procedures, and resources to identify and support special populations of students affected by homelessness, including those living in foster care, affected by domestic violence, unaccompanied youth, LGBTQ youth, and other special populations.
      • Lead the overall development of vision and strategy of the STH team, including communicating these to stakeholders through external presentations, working groups, trainings, and convenings.
    • Manage and grow relationships with higher education institution universities to recruit, interview, place, and retain both MSW and BSW social work interns.  
    • Support efforts to identify and secure additional funding and resources to advance the work of the STH team overall, and particularly to engage social work interns and STH special populations.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master’s degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or
    2. A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
    3. A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
    4. Education and/or experience equivalent to “1”, “2”, or “3” above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in “1” above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above.

     

    PREFERRED

     

    • Extensive knowledgeable about landscape of City agencies and nonprofit partners across NYC which provide mental health services and services to youth in special populations.
    • SIFI (Seminar in Field Instruction) preferred, with prior experience supervising MSW social work interns and experience coordinating with university schools of social work.
    • Strong understanding of McKinney Vento, Chancellor’s Regulations, and other relevant laws and policies.
    • Substantial experience addressing the trauma related needs of homeless students and families.
    • Expertise managing crisis situations and responding calmly and efficiently with escalations.
    • A systems thinking approach, with the ability to make connections and align services to better support student engagement and learning.
    • Strong facilitation skills; ability to move a group from talk to action.
    • Strong ability to organize facts and present information and figures in a clear, concise, and logical manner, both orally and in writing.
    • Collaborative work style and adeptness at engaging others in the creation of products and plans.
    • Open to feedback and able to build consensus among team members.
    • Ability to learn quickly and continuously, be responsive to feedback, and succeed in a rapidly changing environment.
    • Ability to strategically mobilize disparate groups of people toward a common and ambitious goal, translating insights into action.
    • A strong focus on results and a customer service orientation.
    • Knowledge of Microsoft Office applications, e.g., Word, Excel, Outlook, and PowerPoint.

     

    SALARY: $85,872+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)

    • Experience creating Tables of Authorities and Tables of Contents, inserting automated cross references, converting PDFs to Word using a variety of software, applying Word styles using macros, troubleshooting problem documents, including redlines and documents containing multiple numbering schemes, style separators, cross references, and other automated fields.
