    THIS TITLE IS IN A CIVIL SERVICE COMPETITIVE CLASS THAT IS SUBJECT TO EXAMINATION.  POSITION IS ONLY OPEN TO APPLICANTS WHO ARE PERMANENT AS COMPUTER ASSOCIATE (OPERATIONS) OR CANDIDATES WHO TOOK THE MOST RECENT COMPUTER ASSOCIATE (OPERATIONS) CIVIL SERVICE EXAMINATION.

     

    POSITION SUMMARY:  The Network Operation Center Specialist is responsible for the configuration and maintenance of the Wide Area Network (WAN), TCP/IP protocol, servers and related software. This position serves as a Network Operations technical resource person responsible for diagnosing and troubleshooting hardware and software devices such as Access-Points (AP), controllers, switches, routers, and circuit connectivity for mainframe and critical applications, to maintain efficient functioning of all information technology equipment and to minimize downtime and possibility of system failure.  Performs related work.

     

    REPORTS TO: NOC Supervisor

     

    DIRECT REPORTS:  N/A

     

    KEY RELATIONSHIPS:  Consults with users to collect and research information regarding the performance of network programs and improving their efficiency. This includes encoding, debugging, testing, and documenting software programs. Works with vendors such as Verizon and Castle Crown.

     

    RESPONSIBILITIES

     

    • Coordinates schedules and executes school migrations for circuit cutovers.
    • Documents processes and procedures for team members.
    • Performs network bandwidth upgrades for school buildings.
    • Works with Verizon testers and technicians to troubleshoot WAN circuit issues, including ATM and EVPL circuits.
    • Researches, tests, and recommends equipment and the associated software necessary to maintain or enhance the data center operations environment.
    • Installs, configures, troubleshoots, and maintains various brands and types of network switches, servers, routers, and wireless controllers.  
    • Coordinates technical responses to circuit issues with third-party telecommunications carriers to resolve user-related problems.
    • Replaces fiber and ethernet cables.
    • Ensures that the network, workstation, central processing unit of the system, and peripheral equipment are responding to program instructions.
    • Creates and updates daily NOC reports for Central/Instructional WAN environments.
    • Utilizes Netflow monitoring tools to examine school locations for bandwidth, congestion, and virus issues. This includes preparing detailed workflow charts and diagrams that describe input, output, and logical operation, and converts them into a series of instructions coded in a computer language.
    • Maintains and supports online databases, various network applications (e.g., Visio, etc.), and network management platforms (e.g., HP Openview, Nagios, CiscoWorks, Airwave, Netflow, Netcool, Cisco Unity Operations Manager, etc.,) deployed on the internet, intranet, client-server, and mainframe platforms.
    • Configures and supports Cisco firewalls (PIX 525/ASA 5500 series), Cisco routers and 6500 and 6880 chassis switches, Cisco 1200 series access points, as well as the 4400 and 5500 series controllers.
    • Serves as the lead technical resource person in the diagnosis and correction of LAN and WAN problems for all school-based and administrative personnel. This includes failure analysis in a complex networking environment, which may include mainframe applications, web applications, traditional wide area and DWDM SONET telecommunications networks.
    • Supports the Next Generation wireless initiative and monitors wireless activities for schools, using the Airwave monitoring tools.
    • Works with engineering teams to produce Division of Instructional and Information Technology (DIIT) NOC technical bulletins and communications.
    • Performs day-to-day network administration tasks, including network equipment installation, configuration, upgrades, testing, and troubleshooting.
    • Works with end users and external vendors on all aspects of both LAN/WAN related issues while utilizing a Call/Ticket management ticketing system.
    • Diagnoses problems, verifying servers/switches/router status, testing device connectivity, path trace, etc., using different network monitoring software, such as CiscoWorks.
    • Triages and resolves application and systems issues impacting the server production environment.
    • Establishes and ensures adherence to uniform performance standards and efficient methods of work.
    • Trains, instructs, and schedules computer operations personnel as needed.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A certificate from an accredited technical school (approximately 675 hours) with a specialization in computer operations, and four years of satisfactory full-time computer operations experience, in a large-scale networked, multi-tiered, or mainframe computer environment, or four years of satisfactory data communications network experience working in a mainframe or multi-tiered computer environment; or
    2. A baccalaureate degree from an accredited college and five years of satisfactory full-time experience, acquired within the last eight years, as described in "1" above; or
    3. A four-year high school diploma or its educational equivalent and six years of satisfactory full-time experience, acquired within the last eight years, as described in "1" above; or
    4. A satisfactory combination of education and/or experience equivalent to "1", "2", or "3" However, all candidates must have at least two years of full-time experience, acquired within the last eight years, as described in "1" above.

     

    PREFERRED

     

    • Knowledge of principles and techniques of networking.
    • Ability to prepare clear and concise memoranda and reports.
    • Ability to identify and take corrective actions to solve networking issues.
    • Knowledge of routing protocols such as BGP, RIPv2, EIGRP, OSPF, etc.
    • Ability to perform complex technical tasks associated with the creation of new network designs.
    • Ability to communicate effectively with end users and external vendors on all aspects of both LAN/WAN related issues.

     

     SALARY: $68,632+

     

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
