POSITION SUMMARY:Division of English/Multilingual Learners (DML) ensures that our English/Multilingual Learners receive the high-quality, rigorous learning opportunities and targeted support they need to thrive in college and careers. DML drives the DOE's focus on and support of its vast EML students and creates professional development opportunities across New York City to help educators support all students to be English/Multilingual learners.
The Data Specialist, DML will help develop data tools, models, reports, and analyses to support the work of DML. This position will produce program deliverables, perform strategic and ad hoc data analyses, conduct research, and liaise with teams across the DOE as well as with outside entities to meet DML’s data needs. The Data Specialist’s work will be critical both to ensure smooth program implementation and improvement, to best serve NYCDOE schools and students. Performs related work.

KEY RELATIONSHIPS: Associate Directors of Community and Family Empowerment; Office of the First Deputy Chancellor and Executive Superintendents and Superintendents; Directors within the Office of Policy and Evaluation (OPE); Directors in the Office of Legal Services (OLS); and the Division of Instructional and Information Technology (DIIT).
RESPONSIBILITIES
Data Analysis and Reporting

- Support the design of and maintain data tools used to plan, execute, and support DML programs. Tools will include forecasting models, completion reports, data extracts, and other deliverables.
- Design models and conduct analyses that project operational testing and resources needed to inform decision points and processes across the office.
- Assist in the creation of models and conduct analyses to assess the effectiveness of DML programs as well as school engagement.
- Manage the development and implementation of a research agenda to inform policy development, advocacy, and evaluation.
- Prepare analytics to inform assessment policy initiatives, through both descriptive statistics as well as more advanced statistical modeling.
- Develop interpretations of data analyses and use these interpretations to identify actionable policy recommendations at both school and central levels.
- Implement the process of program and policy evaluation, including developing targeted research questions, data collection, data analysis, and synthesis of outcomes.
- Review and respond to NYCDOE and external data requests and inquiries.
- Support the creation of and manage warehouses for DML data to make data available and accessible for team members and other constituents.
- Develop knowledge of various types and sources of student, school, and staff data across the NYCDOE, and its appropriateness for and utility to DML programs.
Project Management and Communications
- Develop, use, and implement project plans for key DML data analytics and research initiatives to ensure that project goals and objectives are met.
- Support the production of written and verbal analyses of data inquiries that drive the decision-making process by DOE leadership and other stakeholders.
- Advise on internal data analysis reports and policy briefs for DML leadership, which may be confidential in nature.
- Support project planning and implementation necessary for tracking customer satisfaction and program effectiveness.
- Inform program changes/recommendations through establishing feedback channels; working with the school staff and administrators from the field to systematically gather and synthesize information; identify trends to inform continual improvement.
- Work closely with program staff to ensure research results inform program practice and program practices inform research design.
- Support the implementation of data analysis and the preparation of completion reports, research memos, and other (program) deliverables.
- Creates/Coordinates documentation of data and processes for internal and external audiences, including the press, DOE leadership, and the State Education Department.
QUALIFICATION REQUIREMENTS:
MINIMUM
- A master’s degree from an accredited college in education, guidance, educational administration and supervision, or a related field; or
- A baccalaureate degree from an accredited college and one (1) year of full-time satisfactory professional experience in educational program administration, career or occupational program administration, or as a state certified or licensed teacher; or
- A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization plus five (5) years of full-time, satisfactory professional experience in education administration in one or more of the areas listed in "2" above; or
- A combination of education and/or experience which is equivalent to the requirements in "1," "2," and “3” above. However, all candidates must have at least an approved four-year high school diploma or its educational equivalent.

- Ability to organize and present information and figures in a clear, concise, and logical manner, both orally and in writing.
- Excellent analytical skills and experience gathering, analyzing, and interpreting data. Creative problem-solver with the ability to perform independent, thorough analysis.
- Experience providing constructive feedback to others on research and analytical work; receptive to and acts on feedback for their own work.
- Proficiency in database applications, such as SQL or Access, including creating databases, relational tables, and writing queries.
- Advanced technical proficiency in Excel, including familiarity and comfort with all standard functions, nested formulas, pivot tables, data validation, and advanced formatting techniques.
- Experience managing the administration, development, and implementation of a product or program within the Department of Education.
- Experience building strong, mutually beneficial relationships with other individuals and teams; sensitive to the needs of diverse constituents.
- Ability to understand and communicate information and data to a variety of audiences and build strong relationships with diverse constituencies.
- Attentive to detail, extremely organized, able to work under pressure, and able to meet frequent and changing deadlines.
PREFERRED
- Sound judgment and equanimity in high-pressure situations.
- Self starter, able to work independently as well as being comfortable in a team environment.
- Ability to supervise and administer a program that is citywide in scope.
- Advanced proficiency in Microsoft Office Suite, including PowerPoint and Excel.
- Internal candidates preferred.
SALARY: $70,370+
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
