    POSITION SUMMARY: The Benefits Processor–HR Connect will be responsible for responding to human resources-related inquiries from all Department of Education (DOE) employees and applicants and will provide transactional support for human resources functions. The Benefits Processor will work closely with field operations and the central Division of Human Resources (DHR) staff to implement programs and processes in a customer service environment. Performs related work.

     

    REPORTS TO: Benefits Manager

     

    DIRECT REPORTS: N/A

     

    KEY RELATIONSHIPS: Partnerships include communications with employees, the New York City Office of Labor Relations (OLR), health insurance providers, unions, Payroll Secretaries, and other applicable parties.

     

    RESPONSIBILITIES

     

    • Serve as a counselor in the Benefits Unit and assist all DOE employees on health insurance matters.
    • Conduct the complete processing of health insurance applications for all new and retired DOE employees.
    • Review and enter requests for reinstatement, health plan changes, updating employee personal information and changes in dependents claimed.
    • Handle extensive telephone, email and customer service activities for all DOE employees.
    • Utilize the New York City Application Processing System (NYCAPS), Employee Information System (EIS), Payroll Management System (PMS), Administrative Payroll (APRL) and other systems in order to process the functions serviced in the Benefits Office.
    • Research Special Leave of Absence Coverage (SLOAC) applications for employees on leaves of absence, including the Family and Medical Leave Act (FMLA).
    • Counsel retirees on managing their health insurance while on retirement, Medicare eligibility, and the Welfare Benefits Fund.
    • Assist the Teachers’ Retirement System (TRS) in counseling United Federation of Teachers (UFT) retirees on their health insurance benefits by providing on-site customer service during peak periods.
    • Review and process benefits for F-status employees.
    • Research and process requests for domestic partners, refunds, waivers, buy-outs, transfers, and terminations.
    • Print and mail new enrollment, confirmations, Consolidated Omnibus Budget Reconciliation Act (COBRA), and Health Insurance Portability and Accountability Act (HIPPA) forms.
    • Conduct training sessions for school/payroll secretaries on Benefits policies and procedures.
    • Attend new hire classes to present information regarding health benefits.
    • Assist field personnel with concerns and inquires on health insurance related matters.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

      

    1. A baccalaureate degree from an accredited college; or
    2. An associate degree from an accredited college and two (2) years of satisfactory, full-time experience responding to inquiries in a customer service, help desk or public relations capacity, utilizing computers and information technology; or
    3. A four-year high school diploma or its educational equivalent and four years of the satisfactory, full-time experience described in “2” above; or
    4. A satisfactory combination of education and experience. Satisfactory, full-time experience working for New York City government in a customer service, help desk or public information capacity, utilizing computers and information technology may be substituted on the basis of one year of NYC government work experience for two (2) years of the experience described in “2” above. However, all candidates must possess a four-year high school diploma or its educational equivalent.

     

    PREFERRED

     

    • Excellent verbal and listening skills.
    • Knowledge of call center environment/operations.
    • College credit or a college degree
    • Experience responding to inquiries regarding utilization of computers and information technology.
    • Attention to detail and follow-through.
    • Time management skills.
    • Strong organizational and oral/written communication skills.
    • Ability to multitask and work with multiple cases simultaneously.
    • Internal candidates preferred.

     

    SALARY: $37,413+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
