    POSITION SUMMARY: The Office of School Health (OSH) is a joint program of the Department of Education (DOE) and the Department of Health and Mental Hygiene (DOHMH) responsible for promoting the health of over 1 million school children enrolled in approximately 1,800 public and non-public schools in New York City. Services to students include case management of chronic health problems, preventive health screening, urgent care, medication administration, preventive counseling, health education, referral for care, and ensuring ongoing effective treatment.

     

    Under the general direction of the Assistant Director, School Mental Health Services, the School Mental Health Manager provides school-based mental health education and technical assistance for DOE schools, their community-based organization (CBO) partners, and mental health providers in implementing mental health services in designated schools. The School Mental Health Program Manager will administer the review and evaluation of mental health programs and collaborate with OSH leadership in developing program policies and procedures. The School Mental Health Manager will liaise with appropriate community agencies to assist in creating a positive school environment for students and school administration. Performs related work.

     

    REPORTS TO: Assistant Director, School Mental Health Services

     

    DIRECT REPORTS: N/A

     

    KEY RELATIONSHIPS: Works closely with staff throughout OSH, DOHMH, Office of Community Schools, as well as DOE schools, their CBO partners, and community mental health providers.

     

    RESPONSIBILITIES

     

    • Oversee and facilitate partnerships with community-based organizations that support mental health programs in 25-30 school in the service planning and support of the following programs:
      • Community School Mental Health Program
      • School Mental Health Prevention and Intervention Program
      • school-based mental health clinics
    • Assist schools to assess, evaluate, and select school and classroom-level behavioral interventions to improve school climate.
    • Provide technical assistance in identifying qualified community-based mental health providers and partners, assisting with licensing approval and billing, and measuring program quality and effectiveness.
    • Oversee and facilitate partnerships with agencies that provide mental health programs in schools, including individual treatment, group treatment, and family interventions.
    • Work with both the school and mental health provider to identify and plan ways to support and improve services to students.
    • Provide site visits to school mental health programs in order to evaluate and assess program existing services, including current identification and referral systems and options for improving services.
    • Develop and implement trainings and effective outreach for principal engagement, to partner and promote mental health services in schools.
    • Participate with interdisciplinary team members in developing and implementing program policies and procedures.
    • Track and follow up on all requests for technical assistance.
    • Provide presentations, workshops, and trainings to the school community as needed.
    • Help the school navigate the MOU, OMH, and Chancellor’s regulations.
    • Establish referral network/linkages with outside agencies for both schools and DOE staff.
    • Serve as a resource on mental health issues.
    • Participate and occasionally present at teacher meetings, assemblies, etc.
    • Serve as an advocate for school-based mental health initiatives, funding, and grants.
    • Implement the philosophy and objectives of the program.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM 

      

    1. A master’s degree from an accredited college in education, guidance, educational administration and supervision, or a related field; or
    2. A baccalaureate degree from an accredited college and one of the following:

    (A) one year of full-time satisfactory professional experience in educational program administration, career or occupational program administration; or

    (B) one year of full-time satisfactory professional experience as a state certified or licensed teacher; or

        3.  A four-year high school diploma or its educational equivalent and five years of full-time satisfactory professional experience in educational program administration, career or occupational program    administration; or

        4. A combination of education and/or experience which is equivalent to the requirements in "1," "2," and "3" above. However, all candidates must have at least an approved four-year high school diploma or its educational equivalent.

     

    PREFERRED

     

    • Ability to work effectively with school principals, professionals and other personnel from a wide range of social institutions and organizations.
    • Experience working in a school setting and familiarity with the DOE.
    • Knowledge of Excel, Word, and PowerPoint
    • Dynamic presentation skills.
    • Ability to travel throughout the five boroughs.
    • Internal candidates preferred.

     

    SALARY: $68,990+

     

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
