    POSITION SUMMARY: Under the supervision of the Lead Procurement Analyst, Central Office Procurement, with latitude for independent initiative and decision-making, the Contract Specialist, Central Office Procurement (COP) will write, analyze, and review solicitations, source selection plans, acquisition plans, contract types, and supporting documentation for the COP office. The Contract Specialist is responsible for all facets of the contracting process, from developing user specifications with clients through and including vendor negotiations and formalizing commercial agreements. The Contract Specialist performs key functions in formalizing contracts. Duties include creating quality control reviews, contract analysis, and conducting vendor outreach. Performs related work.

     

    REPORTS TO: Lead Procurement Analyst, Central Office Procurement

     

    DIRECT REPORTS: Temporary support staff as needed

     

    KEY RELATIONSHIPS: Works closely with Central Office Procurement (COP) team, DCP teams, DOE Central offices, Mayor’s Office of Contract Services (MOCS), NYC Comptroller’s Office, DOE vendors, and other internal and external stakeholders.

     

    RESPONSIBILITIES

     

    • Works with central clients to develop contract specifications and service requirements.
    • Monitors the status of professional services contracts, reviews statistical and budgetary data, and ensures that all purchased services adhere to contracting rules.
    • Manages the review of proposals submitted by contractors to ensure conformity to agency requirements and Federal/State/City mandates.
    • Reviews contract documents submitted by clients to ensure conformity and compliance with the Department’s rules and regulations.
    • Performs complex administrative and professional tasks as assigned by senior leadership related to the above and other duties as assigned.
    • Creates project management timelines and spreadsheets and coordinates contract specifications. Prepares summary analyses and makes recommendations to the Lead Procurement Analyst and Director. Drafts documents and prepares contract specifications for Panel for Education Policy approval.Acquires other required documents, e.g., PASSPort Certificate of No Change, Insurance Certificate, Doing Business Data Form, etc. Follows up with DOE and non-DOE offices to ensure that all duties above are performed properly.
    • Prepares contract packages for registration with NYC Comptroller’s Office.
    • Monitors operations of DCP/Office of Legal Services (OLS) systems to initiate contract drafting and the signature process.
    • Performs appropriate background checks, including review of PASSPort Questionnaires and Office of Equal Opportunity data.
    • Monitors statistical data and documents for sufficiency of authority and work plan/budget.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A baccalaureate degree from an accredited college and six months of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; or
    2. A four-year high school diploma or its educational equivalent and four years of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; or
    3. Education and/or experience equivalent to “1” or “2” above.

     

    PREFERRED

     

    • Ability to adhere to multiple deadlines.
    • Excellent organizational and interpersonal skills.
    • Ability to work in a proactive and independent manner.
    • Highly skilled in Microsoft Outlook, Word, Excel, and internet research tools.

     

    SALARY: $51,132+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
