    POSITION SUMMARY: The Division of Multilingual Learners (DML) drives the New York City Department of Education’s (DOE) focus on and support of its vast number of Multilingual Learners/English Language Learners (MLLs/ELLs). To close the excellence gap and ensure high expectations, rigorous instruction, and a supportive environment for over 150,000 culturally and linguistically diverse and differently abled students, DML: 

     

    • Provides professional learning opportunities and resources aligned to the Instructional Leadership Framework;
    • Delivers policy guidance, data tools, and training to support MLL/ELL program design and implementation;
    • Equips families with the resources needed to fully participate in their children’s education; and
    • Partners with our communities to ensure our instructional priorities affirm and meet the needs of every student.

     

    The Multilingual Research, Instruction and Professional Learning (MRIPL) team in the Division of Multilingual Learners is responsible for developing and implementing innovative models to support multilingual instruction for all learners. Reporting to the Executive Director of the Multilingual Research, Instruction and Professional Learning (MRIPL) team, the Deputy Executive Director is responsible for developing and supporting the implementation of high-quality instructional resources‎ in English and home languages.

     

    The Deputy Executive Director represents DML in meetings with other NYCDOE offices, with the aim of ensuring that there is a coherence of understanding about MLLs/ELLs and their instructional needs. Additionally, The Deputy Executive Director oversees the production of publications across all MRIPL content areas to support the field, and promotes and disseminates research-based practices focused on building each school’s capacity to serve MLLs/ELLs. Performs related work.

      

    REPORTS TO: Executive Director, Multilingual Research, Instruction and Professional Learning (MRIPL) Team 

      

    DIRECT REPORTS:  Directors of ELA/ENL, Social Studies, World Languages, Bilingual programs, Long-term ELLs, ELL Newcomers, and Students with Interrupted Formal Education.

     

    KEY RELATIONSHIPS:  Works closely with Directors and Directors of MRIPL content teams, the Division of Teaching and Learning, Division of Specialized Instruction and Student Support, and other DML leadership as well as Borough/Citywide Office (B/CO) leadership and staff, Superintendents and their teams, principals, schools, NYSED, and external organizations and partners.  

      

    RESPONSIBILITIES 

      

    • Provide ongoing advisement and support to Executive Director, MRIPL related to MLL/ELL instructional strategy and communications with DML/DOE leadership and DOE offices.
    • Support the Executive Director, MRIPL with monitoring and assessment of short- and long-term MRIPL team goals, professional learning priorities, implementation goals, and school program goals.
    • Represent the Executive Director, MRIPL in internal and external high-level meetings, making key decisions related to MLL/ELL curriculum, instruction, and professional learning.
    • Support the Executive Director, MRIPL to establish, review, and assess scope and sequence for all instructional resources and professional learning related to MLLs/ELLs.  
    • Develop and execute strategic plans for instructional cohesion across all MRIPL teams and communication platforms.
    • Work with content teams in the Division of Teaching and Learning’s Office of CIPL to ensure that all instructional materials and programming are differentiated for MLLs/ELLs.
    • Direct and execute a plan to develop instructional resources needed by educators to foster understanding and implementation of New York State Learning Standards.  
    • Lead vendor content development for content areas under their supervision to ensure the effective design, development, and implementation of new assessments related to MLLs/ELLs.  
    • Develop instructional resources, professional learning supports, and communications to the field.  
    • Support instructional leaders (Superintendents, school administrators, B/CO staff, coaches, lead teachers, staff developers, and mentors) to develop cohesive strategies for the implementation of curriculum, instruction, and professional learning related to MLLs/ELLs. 
    • Manage the development and use of new instructional strategies and resources aligned to the New York State Learning Standards.  
    • Oversee the Director’s implementation of World Languages (LOTE) education programs to ensure high-quality delivery of instruction in all LOTE programs.
    • Oversee the Director’s development and design of Social Studies professional learning, instructional guidance, and content to ensure a comprehensive, CCLS-aligned Social Studies instructional program for MLLs/ELLs.
    • Ensure system- and division-wide alignment of standards-based resources, instructional guidance, and professional learning in support of comprehensive K-12 Bilingual (Transitional and Dual-Language) and ELA-ENL instruction.
    • Provide oversight in the curriculum and instruction of appropriate programs for MLLs/ELLs who are Long-term ELLs, ELL Newcomers, or Students with Interrupted Formal Education.
    • Formatively assess the learning needs of content teams in MRIPL and other teams in DML.
    • Create and analyze curricular, instructional, professional learning, and other data reports to determine trends, needs, and effectiveness; advise DML/DOE leadership as needed.  
    • Research, identify, and create instructional resources and strategies to share best practices. 
    • Design, direct, and manage MRIPL evaluation program for content areas under their supervision to track stakeholder and audience satisfaction and use feedback on program effectiveness to inform program changes/recommendations.

      

      

    QUALIFICATION REQUIREMENTS: 

      

    MINIMUM 

      

    Must currently possess a New York State Certification as a School District Administrator (SDA) or School District Leader (SDL). PLEASE NOTE: WE DO NOT ACCEPT INTERNSHIP CERTIFICATES.

    Plus 

      

    • New York State certification in English to Speakers of Other Languages (ESOL).
    • Deep knowledge of curriculum, curriculum theory, instruction, and evidence-based practices. 
    • Deep knowledge of research and practice as it relates to all MLL/ELL subgroup: Students with Interrupted/Inconsistent Formal Education (SIFE), Long-term ELLs and dually designated MLLs/ELLs.
    • Pedagogical knowledge in one or more major content areas.
    • Strong foundation in research and evaluation. 
    • Strong knowledge of Instructional Leadership Framework and its implications for MLLs/ELLs.
    • Strong knowledge of the New York State Learning Standards and experience working from a policy perspective to implement standards.  
    • Strong analytical skills and ability to understand, analyze, and address complex educational issues.                                                                                                                            
    • Ability to develop, plan, and implement short- and long-range goals, establish priorities, organize resources, interpret needs, identify and address risks, and develop integrated, creative solutions. 
    • Highly developed research, writing, and editing skills.

     

      

    PREFERRED 

      

    • 5-10 years’ experience as a systems leader, specifically supporting the implementation of Instructional Leadership Framework (ILF).
    • Experience in multiple team management of large and diverse teams. 
    • Exceptional facilitation skills with the ability to troubleshoot, problem-solve, and anticipate issues needing resolution. 
    • Outstanding presentation skills, including strong spoken and written communication skills. 
    • Experience guiding school professionals to improve achievement. 
    • Strong attention to detail and extremely well organized with the ability to meet frequent and changing deadlines. 
    • Strong interpersonal leadership skills and an exceptional ability to manage complex relationships. 
    • Ability to manage many projects and prioritize well.  
    • Knowledge of curriculum design and experience leading cross-functional projects.

     

     

    SALARY: $129,014+
