    THIS TITLE IS IN A CIVIL SERVICE COMPETITIVE CLASS THAT IS SUBJECT TO EXAMINATION. POSITION IS ONLY OPEN TO APPLICANTS WITH PERMANENT NYC CIVIL SERVICE STATUS AS ASSOCIATE RETIREMENT BENEFITS EXAMINER OR CANDIDATES WHO HAVE TAKEN THE MOST RECENT ASSOCIATE RETIREMENT BENEFITS EXAMINER CIVIL SERVICE EXAMINATION.

     

    POSITION SUMMARY: Under the general supervision of the Director of Operations of the Board of Education Retirement System (BERS), with wide latitude for independent initiative, the Death Benefits Supervisor provides supervision of staff responsible for the processing in-service and separated member death benefits. Performs related work.

     

    REPORTS TO: Director of Operations

     

    DIRECT REPORTS: Associate Retirement Benefit Examiners and Assistant Retirement Benefit Examiners

     

    KEY RELATIONSHIPS: The Death Benefits Supervisor works closely with staff throughout BERS and other City Retirement Systems.

     

    RESPONSIBILITIES

     

    • Supervises staff assigned to and responsible for day-to-day operational issues of the Death Benefits unit.
    • Provides training to staff and ensures that they follow established procedures.
    • Ensures accuracy of member accounts and credited service regarding Death Benefits.
    • Reviews validity and eligibility of death benefit applications, including reviewing complex calculations of service credits for accuracy before processing.
    • Ensures accuracy of accounts regarding in-service and separated member death benefits.
    • Responds to more complex and technical inquiries that have been forwarded.
    • Works with the Director to develop new procedures and benchmarks to evaluate performance.
    • Proposes improvements to existing protocols and tracking of metrics.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. An associate degree or completion of 60 semester credits from an accredited college or university, including or supplemented by 9 semester credits in mathematics, statistics, accounting and/or actuarial science and two years of satisfactory full-time experience performing mathematical, statistical, actuarial or accounting computations in one or more of the following: A) a retirement or employee benefits plan; B) for customer service in a financial institution; and/or C) in a position requiring the application of law, rules and regulations and the use of statistical, actuarial or similar tables; or
    2. A four-year high school diploma or its educational equivalent and four years of the experience described in “1” above. Each 15-semester credits from an accredited college including at least 3 credits in the areas described in “1” above may be substituted for each 6 months of experience to a maximum of 2 years experience. All candidates must have a four-year high school diploma or its educational equivalent and at least 2 years of experience as described in “1” above.

     

    PREFERRED

     

    • Experience with APRL, CHRMS, EIS, PMS, and V3.
    • Strong knowledge of all tier plans and offerings of BERS.
    • Strong analytical and research skills.
    • Proficiency with Microsoft Excel, including advanced functions such as pivot tables and data analysis tools.

     

    SALARY: $60,443+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)

    JOB REQUIREMENTS:

    •  Bachelor’s degree with 5 or more years of relevant work experience OR demonstrated ability to meet the job requirements through a comparable number of years of applicable work experience.
    • Knowledge of accounting principles and internal control concepts
    • Must have strong MS Excel skills
    • Strong organizational skills and attention to detail
    • Ability to multi-task and work in a challenging fast paced environment
    • Excellent written and verbal communication skills
    • Self-starter with the ability to streamline functions and passion to learn and grow
    • Strong work ethic with a positive, can-do attitude
    • Experience with MS Access, SAP, and/or Tableau a plus
