    POSITION SUMMARY: The Business Systems Analyst is responsible for performing complex information technology project work that delivers usable software systems and technology solutions for business needs. This includes using specialized business domain knowledge to define requirements, based on an understanding of customers’ business needs and objectives. Performs related work.

     

    REPORTS TO: SENIOR DIRECTOR, PORTFOLIO AND PROJECT MANAGEMENT

    KEY RELATIONSHIPS: Works with senior IT staff, key stakeholders, and user communities to understand and collect information regarding business process information, current environment, and applications problems that need resolution, as well as expectations regarding resolving problems with business cases, to ensure the feasibility of IT projects.

     

    RESPONSIBILITIES

     

    • Elicits, documents, and analyzes business requirements on information technology projects in order to recommend business and information technology solutions. Assesses business problems and process gaps; identifies opportunities for new requirements. Creates functional deliverables such as business scenarios, as-is/to-be flow diagrams, use cases, functional designs, screen mock-ups, etc. Facilitates user acceptance testing.
    • Creates interaction models and interface designs for IT projects based on established standards, business and technical requirements, and input from functional team members. Participates in human-centered design activities, user research, software prototyping, and usability testing.
    • Ensures that software products and solutions are appropriately tested to meet functional (usability) and technical (performance) requirements. Creates test cases, test scripts and defect reports. Executes test scripts and documents progress and results. Collaborates with business analysts to understand business requirements. Collaborates with technical teams to understand application capabilities, environment set-up, and defect fixes.
    • Researches and identifies emerging technologies; coordinates demonstrations and proof of concept initiatives. Liaises with vendors, as necessary.
    • Drives improvement initiatives using creative collaboration techniques, emerging methodologies, and automation tools.
    • Recommends and manages the application of a specific methodology or technology on IT projects or advocates for exceptions to established practices in order to account for complexities and achieve project objectives.
    • Uses specialized business domain knowledge to define requirements based on an understanding of the customer’s business needs and objectives.
    • Effectively articulates project nuances and complexities to City executives, agency heads, assistant agency heads, City business partners, and other stakeholders while being responsive and sensitive to underlying politics.
    • Leads teams in the execution of iterative workflows and the use of collaboration tools that focus on speed to market, return on investment, and delivery of business value.
    • Manages process modernization and analysis projects, including the development of scope, schedule, and budget documentation, including spreadsheets, reports, plans, schedules, charts, and specifications.
    • Prepares and conducts analysis of various IT projects and software needs, and conducts operational and procedural analysis of systems to define business and system requirements that meet key business objectives.
    • Coordinates analysis activities between multiple resources for enterprise-wide projects.
    • Elicits requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, user scenarios, scenarios, business analysis, and task and workflow analysis.
    • Coordinates with multiple business units simultaneously to define complex business processes and determine cross-department/division/agency dependencies and communications.
    • Leads the critical evaluation of information gathered from multiple sources; reconciles conflicts; narrows down high-level information into details; abstracts up from low-level information to a general understanding; and distinguishes user requests from the underlying true needs.
    • Presents analysis findings to stakeholders at all levels of management.
    • Provides recommendations for improving processes and policy to meet business objectives.
    • Utilizes enterprise-wide requirements definition, management systems, and software life cycle methodologies to proactively communicate and collaborate with external and internal customers to analyze information needs and functional requirements and deliver the following factors as needed: Functional requirements/Business Requirements Document (iii), Use Cases, Graphical User Interface (GUI), Screen and Interface designs.
    • Analyzes end user requests for information and creates ad hoc reports from various databases using query tools.
    • Works with users or project managers to define and document concepts and processes which entail consultation with various stakeholders to ascertain required project scopes, business requirements, and deliverables for systems.
    • Recommends modifications, enhancements, and improvements to current IT systems and related applications required to ensure the deployment of project plans and initiatives.
    • Serves as a major conduit between internal and external customers and the software development team through which requirements flow.
    • Prepares and develops functional specifications that define the system being proposed to meet business requirements, according to standard templates using natural language.
    • Collaborates with developers and subject matter experts to establish the technical vision by analyzing tradeoffs between usability and performance needs.
    • Serves as a liaison between the business units and technology teams that support purchased software.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or,
    2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory fulltime experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or,
    3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or,
    4. Education and/or experience which is equivalent to "1", "2" or "3" above.

     

    PREFERRED

     

    • Experience in business, information technology, project management, systems analysis and development.
    • Good understanding of IT architecture, and IT Systems; programming and development skills.
    • Strong spoken and written communication skills; ability to communicate clearly and persuasively.
    • Excellent organizational skills and the ability to work as a team member.
    • Ability to successfully engage in multiple initiatives simultaneously.
    • Experience in project scoping, budgeting, and scheduling.
    • Experience with the software development lifecycle, and various technologies, including mobile applications, web-based applications, web services, and data integration.
    • Analysis experience that leverages technology as part of the solution across multiple departments.
    • Knowledge of relevant business process, requirements lifecycle, and documentation standards such as UML and BPMN.
    • Comprehensive knowledge of various requirements documentation techniques, including use cases, user stories, activity diagrams, and data flow diagrams.
    • IIBA certified.
    • Internal applicants preferred.

     

     SALARY: $90,000+

     (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
