    POSITION SUMMARY: The Senior Team Lead – Applications Development holds senior-level technical responsibility for extremely complex and ongoing software functions related to the design, development, testing, deployment, documenting, and ongoing maintenance of mission-critical modern data integration framework and related systems. Performs related work.

     

    REPORTS TO:  Director of Application Development

     

    DIRECT REPORTS:  Full Stack Developers, ETL Developers

     

    KEY RELATIONSHIPS: Works with line staff engaged in activities related to the design, development, implementation, maintenance, and enhancement of modern data integration framework and related systems.  This includes working directly with business and internal clients to implement system functional requirements to meet their business objectives. Works with a team of developers to design technical solutions to meet functional specifications and to code, deploy, and integrate data from various systems. Works with a team of cross-functional technical resources to architect, design, and test technical solutions to meet functional specifications 

     

    RESPONSIBILITIES

     

    • Holds senior-level technical responsibility for leading a development team responsible for analyzing, designing, developing, maintaining, and enhancing data integration framework and related systems.
    • Develops data integration framework using industry standards such as Application Program Interface (API).
    • Develops data integration framework between on-premises data sources and cloud platforms, e.g., Amazon Web Services, Azure, etc.
    • Works with project managers to coordinate all technical aspects of a project, particularly issues and
    • Oversees and collaborates with architects in translating requirements into technology architecture and infrastructure design specifications.
    • Oversees and collaborates with graphic designers in the creation of responsive design user interfaces based on industry standards like responsive design, human centric design, accessibility standards etc.
    • Works with developers and testers to design, develop, integrate, and test various components.
    • Works with Infrastructure and operations team to deploy and support meet the technical solutions.
    • Serves as in-house expert responsible for designing database solutions, which include conceptual, logical, and physical data modeling.
    • Coordinates and enforces implementation of all Department of Education (DOE) development standards and information security policies in development projects.
    • Supervises developers to make sure that all new software enhancements adhere to Department of Education (DOE) standards and that there are adequate audit trails and security in place to protect DOE applications, data, and IT infrastructure.
    • Instructs, directs, and checks the quality of work of developers.
    • Reviews and accepts requirements for projects by working with end users, presents solutions, develops test plans, and participates in project planning activities. Prepares design specifications, writes, modifies, and implements database and software upgrades.
    • Writes code in the new development and maintenance of software programs when needed.
    • Provides 24/7 production support and supervision as needed.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    POSITION IS ONLY OPEN TO APPLICANTS WITH PERMANENT NYC CIVIL SERVICE STATUS AS CERTIFIED IT DEVELOPER (APPLICATIONS).

     

    PREFERRED

     

    • Four or more years of experience in a team leader capacity or as a major contributor on a complex project.
    • Ten or more years of software development lifecycle experience.
    • Ten or more years of experience with modern software development technology stacks using following platforms- .Net, SQL Server, JavaScript, etc.
    • Four or more years of experience in developing and support ETL packages creating using SQL Server Integration services.
    • Four or more years of experience designing data integration framework for transferring on-premises data to other cloud platforms using Microsoft Technologies – either Azure or on-premises.
    • Four or more years of experience in developing and consuming high-velocity and high-volume streaming data using RESTful APIs with Microsoft technologies.
    • Four or more years of experience designing and developing Web applications using VISUAL STUDIO.NET, ASP.NET, ADO.NET, XML, HTML, and C#.NET Internet Security.
    • Good written and spoken communication skills.
    • Experience in data modeling and design experience.
    • Experience in writing technical documentation.
    • Experience in working with business intelligence.
    • Strong JavaScript, CSS, and HTML skills.
    • Familiar with Agile Development techniques, e.g., Test Driven Design, Extreme Programming, SCRUM, etc.

    SALARY: $113,756+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
