    The NAVSEA Acquisition Senior Level Operations Analyst will provide direct program management support and lead efforts to determine better ways to coordinate and manage large organizations that require the effective use of money, materials, equipment, and people. He/She will apply analytical methods from mathematics, science, and engineering. The Senior Analyst will pro-actively address diverse issues such as top-level strategy, planning, forecasting, resource allocation, performance measurement, scheduling, the design of production facilities and systems, supply chain management, pricing, transportation and distribution, and the analysis of large databases.

    Additionally, the Senior Operations Analyst will lead information gathering efforts and select the most appropriate analytical technique using a variety of techniques, including simulation, linear and nonlinear programming, dynamic programming, queuing and other stochastic-process models, and the analytic hierarchy process. Techniques will involve the construction of mathematical models that attempt to describe the system being studied. The use of models enables the analyst to assign values to the different components and clarify the relationships among them. The values can be altered to examine what may happen to the system under different circumstances.

     

    Required Skills

    • Superb communication skills. Demonstrated ability to directly communicate and interact with Flag/SES level personnel.
    • Extensive Program Management knowledge.
    • Outstanding Microsoft Suite Product knowledge and skills.

    Required Experience

    • 10+ years Navy program management, Government technical management, or Industry business management. Navy procedures and Policies (DoD 5000 process); experience communicating with SES/Flag level personnel; supervisory; ship building experience.
    • DoD/DoN procedures and Policies (DoD 5000 process); DoD/DoN contracting; experience communicating with SES/Flag level personnel; development of DoN acquisition document (e.g., Acquisition Strategy, Acquisition Program Baseline); supervisory; ship building experience; Foreign Military Sales; Military Sealift Command procedures and processes.
    • Master's degree in Engineering or Business Management discipline
    • MUST HOLD AN ACTIVE DOD SECRET SECURITY CLEARANCE
