    Noorda College of Osteopathic Medicine Chief Building Engineer Overview of Position The Chief Building Engineer plans, implements, coordinates and manages all mechanical operations, maintenance, energy management, and employee development with particular attention towards safety, and asset protection for the new Noorda College of Osteopathic Medicine. They will assist with managing departmental budget, capital expenditure projects, preventative maintenance and energy conservation. Responsible for maintaining regulatory requirements. Assists the emergency response team for all facility issues. Responsibilities: • Oversees all building systems including fire / life safety, plumbing, HVAC and electrical while remaining current with latest technology trends. Experience with VRF systems is a plus • Implement new CMMS for the Campus • Keep a log of maintenance performed through CMMS system • Has ownership of and implementation of preventative maintenance program • Review maintenance problems, complaints and work orders to prioritize and schedule work • Walk building spaces daily to check for irregularities, generate W/O and take corrective actions • Coordinating with local health, safety, fire, and building inspectors to ensure compliance with applicable codes and regulations • Monitor utility usage and be responsible for building energy management and proficiency • Assist in creating departmental policies and procedures • Be a champion of safety to the Engineering staff, creating a culture that encourages safety throughout the campus towards faculty, staff and students • Be available for 24/7 on-call situations, as well as maintaining on-call schedule for team members • Attend/participate in construction Operations Advisory Committee (OAC) meetings • Demonstrates professional customer services, maintaining a courteous, helpful and professional attitude at all times • Development and maintenance of building specific maintenance and safety procedure manuals • Create and implement a campus safety plan pertaining to the engineering department • Ability to read and interpret blueprints • Create the campus safety policies for the department • Establish a project management program and perform preventive maintenance assignments on a scheduled basis • Estimate department expenditures for budget purposes and assisting with the capital budget process • Meet with contractors as necessary, monitor and sign off work as satisfactory • Coordinates maintenance efforts with outside contractors, tenant improvements, and other contractor relations • Assist in soliciting bids from contractors and evaluating their proposals. Once contractor is selected and employed, ensuring work is completed to specifications Supervisory responsibilities • Provides formal supervision to individual employees within the department. Recommends recruitment, selection, promotion, advancement, corrective action and termination for direct reports to next level management for review and approval. Plans and monitors appropriate staffing levels and utilization of labor, including on-call rotation. Prepares and delivers performance appraisal for staff. Mentors and coaches team members to further develop competencies. Leads by example and models behaviors that are consistent with College values. Education and Experience • Associates degree in related field and a minimum four years’ experience required. Training or equivalent combination of education and experience will also be considered. • Must have a good knowledge and understanding of all applicable safety practices and techniques, laws, project controls and environmental regulations, including safety regulations. • Universal CFC certification required. Additional certifications in: NATE, HVAC, electrical, mechanical, refrigeration systems, process controls, mechanical power transmissions, OSHA, painting plumbing, carpentry or engine repair are preferred. Communication Skills • Excellent written and verbal communication skills. Strong organizational and analytical skills. Ability to provide efficient, timely, reliable and courteous service to customers. Ability to effectively present information to non-technical co-workers. Physical Requirements • Physical requirements to include stooping, standing, climbing and frequent lifting of a minimum of 50 lbs. Intermediate skills with Microsoft Office Suite (Word, Excel, PowerPoint, Teams, Etc.) Ability to handle multiple projects at once and make decisions under pressure.
