    ENGINEERING TECHNICIAN

    North Penn Water Authority is seeking an Engineering Technician to provides technical support to the Department for water main design and various asset management-related activities. The individual collaborates with others on capital improvement project planning, system analysis and prioritization, and water main extension designs.  This position is under direct supervision of the Engineering Supervisor to accomplish a variety of assigned tasks pertaining to water system operations, engineering and planning in support of NPWA and Department goals and objectives.

    CORE JOB DUTIES AND RESPONSIBILITIES:

    1. Provides Engineering support to the Department for the Infrastructure Improvement Program including preparing water main design work for main replacement and extensions in support of ensuring proper asset management of the water distribution network.
    2. Assists with system analysis, assessment, prioritization, design, permitting and bidding of all water main improvement projects and special projects as directed by the Engineering Supervisor.
    3. Provides engineering estimates for NPWA water main improvement work, prepares Bid tabulations for the Board Packet and updates project cost estimates to aid in projecting expenditures.
    4. Uses AutoCAD and   lays out water main replacement and extension projects utilizing a variety of sources, such as ArcGIS, existing base maps prepared by drawings, field locations and investigations, and existing as-built drawings.
    5. Utilizing Trimble equipment will field locate assets and provide data for updating of the ArcGIS database, when needed.
    6. Provides assistance in the preparation of Board Packet Material such as project updating, location maps and other materials as may be needed for engineering projects from time to time.
    7. Provides support in preparation of Capital Budget estimating and projecting as it relates to Main Improvement Project work.  Assists with providing project descriptions and preparing detailed cost estimates for the Capital Budget.
    8. Conducts field investigations when requested using pressure sensors, flow meters and other types of sensor to collect data for analysis and use to troubleshoot issues .
    9. Under the direction of the Engineering Supervisor will conduct hydrant flow tests in the field and compare data with the predicted flow in the hydraulic model and provide assessment as to projection accuracy.
    10. Working with Operations and other Engineering staff provides support for feasibility studies related to system improvements such as system expansion, pressure and flow studies, leakage management and other special studies that may be needed from time to time.
    11. As directed by the Engineering Supervisor, provides support for the Easement Maintenance Program and ensures that all easements in the NPWA service area are identified and properly maintained and updated to GIS.
    12. Assists the Department in completion of the Annual Distribution System Optimization Report by tracking main breaks and inputting data.
    13. When requested, conducts pump tests on facilities to evaluate energy efficiency.
    14. Conduct other engineering tasks, as needed in the performance of duties.

    QUALIFICATIONS:

    • AS in Engineering Technology or related discipline from an accredited institution and/or has 2-4 years of similar experience.

    LICENSURE/CERTIFICATION:

    • AutoCAD certification desirable
    • Valid Driver's License

    SPECIALIZED SKILLS & KNOWLEDGE:

    • Practical Knowledge of the basic principles and practices of engineering
    • Familiarity with hydraulic modeling and hydraulics engineering
    • Primary Equipment/Application Used:
    • Microsoft Windows Exchange Environment and Office Suite
    • AutoCAD, Hydraulic modeling and ArcGIS Pro software skills preferred
