    THIS POSITION IS A SHORT TERM, MAX 1,000 HOUR ASSIGNMENT.

    North Wind Services, is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customers mission. Available employment opportunities may range from administrative and logistical support to advanced technical positions.

    Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.

    Successful candidates will be employees of NWS, a premier government contractor charged with employing highly-motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.

    The Fire and Building Safety Division of the Emergency Management Department has an opening for a Permit Desk Support/Secretary III. The successful candidate will receive, organize and coordinate the construction plan submittal, approval, and permit issuance process in a dynamic and fast-paced environment with frequent interruptions and conflicting priorities. This position will report to the Department Administrator.

    This position may require the successful candidate have the flexibility to work overtime, shift and or weekends to accomplish goals. The successful candidate will be required to pass various on-site training modules to pursue work assignments.

    ESSENTIAL DUTIES

    • Receive building plans for review, enter information and maintain the Building Department database. Copy plans and specifications for review by Building Department sections.

    • Receive applications for Building Permits, check and review for completeness and enter into the Building Department database, process applications, copy essential elements and distribute for review to Building Department sections, gather and collect input and process Building Permits for final approval.

    • Act as point of contact for requests for Building Inspections, log requests and assist in distribution of requests to Building Department sections.

    • Track and monitor progress of plan reviews and permit applications and create weekly reports for management review.

    • Coordinate comments from Building Department sections into one consolidated comment sheet.

    • Maintain Building Department filing systems, both electronic and paper, copies of plans, permit applications, and drawings.

    •  Coordinate, select, and compile data from multiple sources; prepare and compose for review, proof, edit, process, and distribute correspondence.

    • Act as the administrative contact for the Building Department.

    • Perform other duties as assigned.

    ESSENTIAL SKILLS, KNOWLEDGE, AND ABILITIES

    • Advanced experience with office procedures and record keeping with accurate keyboarding, editing, grammar, and proofreading skills; experience working under minimal supervision.

    • Advanced organizational skills, attention to detail, accuracy, and follow through to manage and coordinate a very high volume of work in multitask environment of rapidly changing priorities, deadlines, and frequent interruptions; ability to independently determine and set priorities.

    • Advanced computer skills and experience with the Microsoft Office Suite; ability to record data and maintain accuracy on spreadsheets, and the ability to learn new software quickly. 

    • Understanding of building-related, construction, inspection, and/or permitting terminology.

    • Advanced communication and interpersonal skills necessary to interact effectively with a diverse workforce and represent the Building Department with all levels of management, internal and external to LLNL.

    • Problem-solving and decision-making skills to anticipate, identify, and independently recommend appropriate actions and solutions to complex administrative problems.

    • Ability to be self-motivated and flexible, exercising a high degree of discretion and mature judgment in handling business sensitive and/or classified information.

    • Experience working effectively as a team member as well as independently.

    DESIRED SKILLS, KNOWLEDGE, AND ABILITIES

    • Ability to read and interpret building plans and specifications.

    SPECIAL REQUIREMENTS

    Pre-Placement Medical Exam: A job related pre-placement medical examination may be required.

    Pre-employment drug test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.

    Anticipated Clearance Level: P (position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified information or matter.  In addition, all L or Q cleared employees are subject to random drug testing.
