    Incorporated in 2011, North Wind Resource Consulting's core capabilities include environmental documentation and permitting; natural and cultural resource surveys; wildlife and botanical expertise; National Environmental Policy Act (NEPA) technical services; historic and prehistoric surveys; environmental consultation such as Section 106 for cultural resources, Section 404 for wetlands, and Section 7 for endangered species); and Geographic Information Systems (GIS) and mapping capabilities.     The Environmental Technician II is a mid-level position that will be providing and/or leading in-field, clerical, and compliance support for projects located within the greater Phoenix area and across Arizona. The Environmental Technician II requires previous experience in both archaeology and biology specific to Arizona and the Southwest Region of the United States. Archaeological field experience will include participation in archaeological Class III surveys, monitoring, and/or testing (excavation) projects. Required experience will include artifact identification, in-field documentation, and site recording knowledge at an Archaeological Technician or Crew Chief level. Biological experience must include previous experience with Sonoran Desert Tortoise (SDT) (i.e. monitoring and/or handling), Burrowing and Mexican Spotted Owl (i.e. training and survey experience), and Arizona State Land Department (ASLD) plant inventory (i.e. sensitive and/or invasive plant identification, in-field documentation, and plant inventory survey). Additional aspects and responsibilities of the Environmental Technician II position include:

    • Prepare/support field studies and technical reviews NEPA compliance including biological documentation and cultural resource reports.
    • Working with regulatory agencies such as the U.S. Fish and Wildlife Service (USFWS), Arizona Game and Fish Department (AZGFD) and State Historic Preservation Office(r) (SHPO).
    • Prepare wetland/jurisdictional delineations, nationwide permits, and other familiarity with Clean Water Act (CWA) Section 404 compliance is a plus.
    • Execute and prepare Phase I ESA documentation and related studies (i.e. Approved jurisdictional Delineation (AHD), Biological Evaluation (BE), Biological Evaluation Short Forms (BESFs), Preliminary Initial Site Assessments (PISAs).
    • Lead and/or assist a higher-level Field Director with in-field archaeological and biological survey documentation.
    • Follow North Wind established archaeological and biological field protocols.
    • Possess prior experience and familiarity with various agency's archaeological and biological documentation standards (i.e. aspects of ASLD plant inventory documentation and archaeological site definition).
    • Act as lead Designated Tortoise Coordinator (DTC) with SDT monitoring and survey documentation, as well as administering on-site training to various subconsultants and construction crews.
    • Possess experience and/or certification in SDT monitoring and/or training and is familiar with the SDT protocols outlined by the Arizona Game and Fish Department. Mojave Desert Tortoise experience/certification is ideal, but not required.
    • Collect vegetation data (including species inventory, foliar cover, canopy gap, species abundance, and herbaceous and woody heights).
    • Establish sampling plots and transects.
    • Lead and/or assist with (a) collecting data using GPS units (i.e. Trimble, Garmin, and/or IOS Field Collector), (b) taking photographs of project area, project activities, and project specific content (i.e. artifacts, flora, fauna, etc.) and (c) archeological artifact/feature identification.
    • Record archaeological artifact/feature descriptions.
    • Drive daily to project areas in Arizona using North Wind vehicle.
    • Maintain both North Wind and project-specific safety awareness and practices at all times.
    • Participate in regular communication with North Wind Project Manager, Field Director, and Line Supervisor.
    • Participate in North Wind training.

    QUALIFICATIONS

    • Bachelor's degree in Archaeology, Biology or another related field.
    • 3-5 years previous experience.
    • Possess strong interdisciplinary resource skills/experience.
    • Possess a strong work ethic with a developed and mature understanding of professionalism.
    • Ability to follow and properly execute written and oral instruction.
    • Display excellent communication and interpersonal skills and attention to detail.
    • Demonstrates an ability to travel to various field locations, walk and conduct fieldwork for long hours, across rugged terrain.
    • Physically capable of carrying equipment and supplies weighing up to 20 pounds.
    • Willing to work irregular hours (e.g., early mornings, late nights, weekends).
    • Desire to work in a dynamic setting, and to consistently enact high performance standards and a strong work and team ethic in support of the goals and objectives of North Wind's commitment to gathering high quality in-field data.
    • Experience working in inclement conditions (i.e. very hot, windy, sunny without shade).
    • Must pass pre-employment background check.
    • Must pass pre-employment drug screening.
    • Must possess a valid driver's license with all necessary endorsements.
    • Must be able, by reason of experience, training, or both, to operate a 4-wheel high clearance North Wind vehicle (i.e. truck and/or jeep) to complete the work task(s).

    PHYSICAL DEMANDS: This position requires long periods of walking, climbing, standing, stooping, kneeling, and bending for periods of up to 10-12 hours per day. Frequent carrying of a backpack with equipment of up to 20 lbs. on across uneven terrain. WORKING ENVIRONMENT: Field work will be performed in rapidly changing environments to include all types of weather conditions to include extreme heat or cold environments, traverse uneven terrain.
