    JOB DESCRIPTION

    • Under limited supervision, performs construction management functions for individual large, or multiple small projects as assigned by Project Engineering. Typical job responsibilities include project responsibility for safety, project management for constructability reviews, schedule/resource/budget development during project design and solicitation activities. Typical job responsibilities include maintaining knowledge of policies and procedures and performing assigned duties in a safe manner, ensuring employees comply with established safety policies and procedures, providing orientation to the project work site, including pertinent information. Responsible for project management, contract compliance verification, and data reporting. Additionally, supports Facility Support Services with complex job planning, facility management activities, performance tracking and reporting, management relief, and other duties as assigned.
    • Knowledge of Facility Maintenance and Construction
    • Perform construction reviews and field execution planning
    • Complete projects and complex maintenance tasks, as assigned.
    • Initiate Constructability Reviews - 30%, 60%, and 90%, when applicable.
    • Provide Constructability Input to Engineering and limited field verification support during the engineering phase of a project.
    • Ensure implementation of project work packages and procedures.
    • Oversee, monitor and manage project construction contractor(s).
    • Support Oversight Assessment program.
    • Provide relief for absent managers and supervisors, when necessary.
    • Conduct incident investigations.
    • Coordinate with Plant Shift Superintendent, Security, Fire Department, Supervisors, Facility Custodians, and Safety.
    • Coordinate with Utilities for isolations and tie-ins.
    • Ensure all visitors are on the security list prior to arrival.
    • Communicate to all plant personnel upcoming interruptions to the day-to-day Operations.
    • Assist Planners in Work Plan development and with LOTO and isolation plans; work with Utilities and Fire Department, as necessary, to verify isolation can be made.
    • Input into scope division and Construction Interface Points (CIP).
    • Transition the Work to the field Supervisor.
    • Assist with process field changes.
    • Oversee project closeout.
    • Coordinate with engineering to provide field support when required.
    • Ensure safety and health of employees during work tasks, utilizing good work practices and following procedures and protocols.
    • Plan, develop, coordinate and direct the construction activities related to multiple or specific projects.
    • Develop scope of work for subcontract Requests for Proposals.
    • Specify materials and quantities for projects.
    • Maintain a safe working environment. Demonstrate awareness and implementation of applicable environmental, safety, and health (ES&H) requirements while also alerting co-workers of such requirements as needed. Demonstrate a personal commitment to safety and quality.
    • Demonstrate the ability to get along with coworkers, customers and visitors.
    • Perform other duties as assigned.

    QUALIFICATIONS

    • Requires a bachelor's degree in engineering or related field; OR a high school diploma or equivalent plus at least 8 years of directly relevant work experience.
    • Requires supervisory experience, including staffing and performance management.
    • Familiarity with the PORTS site is a plus.
    • Project Management Professional (PMP) certification preferred - or willing to obtain.
    • Experience with AutoCAD and road/culvert design.
    • Ability to perform material take-off from plans and estimate material/labor hours along with associated costs.
    • Ability to read and interpret documents such as operating and maintenance instruction manuals, procedure manuals and blueprints.
    • Ability to write routine reports and correspondence.
    • Ability to speak effectively before groups of customers or employees.
