    Job Description_

    This position is an integral part of a large-scale construction project in Oak Ridge, Tennessee to ensure its safe and contract-compliant completion. The position, reporting directly to the Quality Control Manager. The primary focus of this position is the management of laydown facilities including the off-site warehouses for a large construction project located at the Y-12 complex in Oakridge, TN. The position is responsible for overall coordination of material receipt. QC inspections, coordination of the materials with the overall project schedule, completion of maintenance activities as required by the manufacturers prior to installation, loading and unloading with forklift or other equipment, and all record keeping required per contract documents and specifications. Candidate must be willing to commit to a long-term presence at the project site (2-4 years).

    Essential Duties and Responsibilities

    • Perform and be responsible for compliant receipt inspections, suspect/counterfeit items inspections, and tracking, including chain of custody, bills of lading, shipper tickets, receipts, handling packaging, and all documents required for delivery.
    • Receive all goods and materials and confirm no damage and conformance with contract documents.
    • Ensure proper storage of all goods and materials per manufacturer instructions and project contract documents.
    • Provide logistics (loading/delivery of materials to and from the laydown and jobsite). Deliver materials with all necessary approved paperwork for on time installs in accordance with the project schedule.
    • Coordinate with Project Stakeholders such as Subcontractor Technical Representatives (STRs), superintendents, Vendors, Subcontractors, Engineers, and/or DOE Reps, using email or verbal communication.
    • Coordinate with Truckers, Delivery drivers, Operators, material handlers, subcontract personnel, etc.
    • Must be able to maintain and report on current inventory.
    • Excellent verbal and written communication skills to support extensive team and customer contact.

    Minimum Qualifications/Knowledge and Experience

    • Bachelor's Degree in an engineering-, science or construction-related field (additional years of field experience can be substituted for degree, if substantially more than minimum required).
    • 2-5 years minimum relevant experience performing receipt inspections at DOE Project.
    • Basic knowledge of theories, practices and procedures in measurement tools, earthwork, foundations, concrete, piping, mechanical equipment, etc.
    • Basic computer skills to include for Microsoft Suite, Adobe, and SharePoint
    • Applies knowledge and skills to complete own work. Understands relationships between work processes and the project.
    • Organizes own work to meet deadlines identified in the schedule or set by others. Communicates information, asks questions and checks for understanding.
    • Current valid Driver's license.
    • Ability to obtain a Y-12 security badge.
    • Ability to read, interpret and verify contract specifications and drawings. Be able to apply to field execution and verification.
    • Experience on large scale DOE, DoD and other federal agencies' vertical construction projects and understanding of applicable regulations.

    • Excellent proof-reading and writing skills.
    • Ability to work independently, as well as part of a team, and make decisions, solve problems, exercise good judgment, work under pressure, and capable of prioritizing workload.

    Physical Requirements

    • The candidate will be required to physically be able perform the duties of this position which may include some or all of the following:
    • Have mobility to access and move through a highly congested multi-level construction site
    • Be able to climb stairs/ladders two or more stories
    • Ability to drive to access project premises
    • Be able to lift 25 lbs.
    • Be able to visibly inspect field installation/placement to assess compliance with specifications
