    North Wind Site Services is focused on providing engineering, program management, environmental remediation services including investigation and characterization, environmental restoration, unexploded ordnance/military munitions response (MMRP), regulatory public involvement services, environmental compliance, logistics, and records and facility management.

    Position Summary

    The Environmental Technical Specialist (ETS) shall provide Environmental Technical services to Civil Engineering Unit Juneau (CEU Juneau), while located in Juneau, Alaska, in support of CEU Juneau responsibilities throughout the 17th Coast Guard District (D17) area of responsibility (AOR). This position requires a minimum of 5 years of work experience in the Environmental Remediation Services field. Most CEU Juneau Environmental Technical work is managing and advising on environmental regulatory compliance during shoreside maintenance and repair construction projects. Project work includes, but is not limited to, utilities, roads, piers/docks, hangars, housing complexes, offices, galleys, gyms, small clinics, and tower structures. Industrial facilities include water and wastewater treatment plants, steam generation plants and fuel farms. In addition, there is also Environmental Technical work related to natural and cultural resources.

    Responsibilities:

    The Environmental Technical Specialist will provide CEU Juneau support on conducting environmental activities in CEU Juneau's AOR. Employee duties include many of the following:

    Coastal Shore Operations Depot Level Maintenance (CSO-DLM)

    The ETS will provide CEU Juneau Environmental Management Branch (EMB) support on CSO-DLM construction projects at units across the D17 AOR. Primary duties shall support environmental aspects of executing shore-side maintenance and repair construction projects. The ETS shall, at a minimum, support government personnel through:

    Tracking, managing, and reviewing EMB support requests including:

    • CEU Juneau requests
    • Non-CEU Juneau requests
    • Providing regulatory review, technical advice, and guidance to CEU Juneau project managers and/or other stakeholders in solid waste management and disposal.
    • Assisting government personnel in developing scopes, writing standard specifications, and estimating costs.
    • Assisting government personnel in reviewing design and construction contracts to ensure relevant environmental requirements are included.
    • Providing advice and insight on the resolution of unique and complex natural and cultural resource regulations.
    • Drafting technical responses for regulator and/or contractor requests for information.
    • Drafting regulatory consultations, as required by the ESA, NHPA, MMPA, or any other federal regulation under NEPA, for construction projects throughout D17.
    • Occasional travel (with potential for overnight) required to operational & environmental liability sites in USCG D17 AOR.

    Other duties include:

    • Proficiency in MS Office suite of software including MS Word, Excel, Outlook, and PowerPoint
    • Proficiency working with databases, data entry, and data analysis
    • Maintenance of databases, technical data and files.
    • Support all aspects of the CEU Juneau Environmental Program, including but not limited to records, data entry, regulatory support, management, inspections, and assessments.
    • Perform self-assessments and audits in accordance with client orders and contractual requirements to ensure data integrity.
    • Coordinates and interfaces with appropriate department personnel.
    • Requires versatility and a willingness to support several activities with the flexibility to move between assignments.

    Skills & Abilities:

    • Bachelor's degree or equivalent in scientific or engineering discipline is highly desirable. Includes BS Engineering, Geology, Environmental Science, Chemistry, Biology, Natural Resources, and/or Environmental Management.
    • Five (5) or more years of experience in environmental science or related field.
    • The proposed personnel's experience of environmental regulatory concepts, principles, and construction practices INCLUDING:
    • Experience with the National Environmental Policy Act (NEPA),
    • Experience with the Endangered Species Act (ESA),
    • Experience consulting with state and federal agencies in compliance with Section 106 of the National Historic Preservation Act (NHPA),
    • Experience managing solid waste in compliance with the Resource Conservation and Recovery Act (RCRA),
    • Experience with the Marine Mammal Protection Act (MMPA),
    • Experience with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA),
    • Experience with Title 18 of the Alaska Administrative Code (18 AAC).
    • Experience working in the D17 AOR (State of Alaska)
    • Ability to pass a DOD National Agency Check (NACI) background check to obtain any required security passes, network access, and clean driving record.
