    Incorporated in 2011, North Wind Resource Consulting's core capabilities include environmental documentation and permitting; natural and cultural resource surveys; wildlife and botanical expertise; National Environmental Policy Act (NEPA) technical services; historic and prehistoric surveys; environmental consultation such as Section 106 for cultural resources, Section 404 for wetlands, and Section 7 for endangered species); and Geographic Information Systems (GIS) and mapping capabilities. North Wind Resource Consulting maintains offices across the country. MUST BE ABLE TO PASS A GOVERNMENT BACKGROUND CHECK TO ACCESS U.S. DEPARTMENT OF INTERIOR COMPUTER NETWORKS, EQUIPMENT, AND RECORDS. SUMMARY OF DUTIES: This position will primarily perform duties in Coolidge, Arizona in support of cultural resources compliance activities undertaken on behalf of the Bureau of Indian Affairs (BIA) San Carlos Irrigation Project (SCIP), a federal irrigation project providing electric and irrigation service throughout south-central Arizona. Position will perform as assistant to the on-site North Wind senior environmental/cultural resources manager. Other tasks will include assisting Phoenix-based staff on projects throughout the southwest U.S. DUTIES INCLUDE:

    • Manage interface/coordination with Arizona State Museum.
    • Manage archaeological permits and submissions. 
    • Prepare reports meeting applicable agency standards. 
    • Direct/perform fieldwork (Class III survey, monitoring, testing) in remote locations on a variety of land jurisdictions. 
    • Manage archaeological sites on federal land. 
    • Manage Arizona Site Steward staff that assist SCIP.
    • Support development and reporting conducted under Programmatic Agreements and Memoranda of Agreements.
    •  Provide technical direction to utility crews.
    • Prepare correspondence, including SHPO and Tribal consultation. 
    • Manage project records per BIA guidelines.
    • Manage/update various databases.
    • Assist in the review of cultural reports submitted by external parties for SCIP permits.
    • Attend meetings/conference calls with a wide variety of private, local, state, federal, and Tribal participants.
    • Assist in other activities, as directed

    REQUIRED SKILLS:

    • Bachelor's degree in a related field
    • Evaluate NRHP-eligibility of cultural resources.
    • Must be able to work in a fast-paced environment.
    •  Responsiveness to clients after hours. 
    • Team player that can be successful fulfilling different roles on projects. 
    • Manage multiple projects at a time. 
    • Effective communicator, especially face-to-face interactions. 
    • Travel required.
    • Understanding of Section 106 regulations.
    • Use of GPS units, navigating, photographic documentation, field notes. 
    • Use of Microsoft Office.
    • Must be able to pass a pre-employment drug test and background check.

    DESIRED SKILLS:

    •  Experience working with DOI/BIA. 
    • Experience working with an irrigation/electrical utility.
    • Experience in Arizona. 
    • Ability to be listed as a Project Director on permits (such as Arizona Antiquities Act blanket permit).
    • Understanding of GIS use/software (ArcGIS)
