    North Wind Site Services is focused on providing engineering, program management, environmental remediation services including investigation and characterization, environmental restoration, unexploded ordnance/military munitions response (MMRP), regulatory public involvement services, environmental compliance, logistics, and records and facility management.

    Position Summary

    The Environmental Restoration Specialist will provide support to the Civil Engineering Unit Juneau (CEU Juneau), while located in Juneau, Alaska, will support the 17th Coast Guard District (D17) area of responsibility (AOR). D17 encompasses all of Alaska. Candidate will support in managing and advising on environmental regulatory compliance during shoreside maintenance and repair construction projects and environmental compliance and restoration (EC&R) projects.

    Most CEU Juneau environmental remediation and restoration work is related to clean-up and closure activities of USCG managed contaminated sites, and management of the Base Kodiak RCRA Permit. In addition, there is reviewing and advising on environmental regulatory compliance during shoreside maintenance and repair construction projects. Project work includes, but is not limited to, utilities, roads, piers/docks, hangars, housing complexes, offices, galleys, gyms, small clinics, and tower structures. Industrial facilities include water and wastewater treatment plants, steam generation plants and fuel farms. This position requires a minimum of 10 years of work experience in the Environmental Remediation Services field.

    Position Summary

    The Environmental Restoration Specialist shall provide services to Civil Engineering Unit Juneau (CEU Juneau), while located in the state of Alaska, in support of CEU Juneau responsibilities throughout the 17th Coast Guard District (D17) area of responsibility (AOR). While primarily focusing on Base Kodiak, this position covers all work for CEU Juneau in the D17 AOR individual taskings will be issued from the Contracting Officer's Representative. This position requires a minimum of 5 years of work experience in the Environmental Remediation Services field. This position is responsible for providing technical and regulatory support for environmental compliance programs, and ensuring regulatory compliance is maintained for CEAU Juneau D17 locations and installations.

    Responsibilities:

    The Environmental Restoration Specialist will provide CEU Juneau Environmental Management Branch (EMB) support on conducting EC&R activities in CEU Juneau's AOR. Primary duties shall be in support of work associated with USCG Base Kodiak's RCRA Permit (Permit). Services include supporting USCG Base Kodiak's administration of the Permit and providing independent technical reviews of CEU Juneau projects to ensure compliance with the Permit and other regulations. Employee duties include many of the following:

    • Providing technical assistance and support to attain and maintain compliance with all Federal and State environmental regulations pertaining to all aspects of environmental restoration and compliance. Ensuring conformance with Department of Homeland Security and Coast Guard policies and instructions in regards to environmental restoration issues.Executing the Integrated Solid Waste Management Program in accordance with AFI 32-7042 Solid Waste Management requirements
    • Assisting USCG in coordinating with Federal and State regulatory agency representatives as required and assisting in facilitating stakeholder meetings associated with environmental restoration and compliance activities at USCG facilities.
    • Conducting and preparing environmental restoration technical review comments, environmental permit applicability assessments, providing advice and guidance on environmental restoration design and construction requirements to CEU Juneau Design Project ManagersExecuting the Hazardous Waste Management Program in accordance with AFI 32-7086 Hazardous Material Management Process to help ensure that hazardous waste is being shipped, tracked, and disposed of in accordance with applicable regulatory standards
    • Reviewing and summarizing, for government personnel review and approval, whether specific project activities are conducted in compliance with applicable federal and state regulations with the ultimate goal of achieving and maintaining compliance with restoration provisionsConduct solid and hazardous waste inspections at Alaska and PRSC locations
    • Conducting comprehensive environmental reviews of professional studies, plans, permits, reports and analysis, for government review and approval, to satisfy regulatory agency requirements and/or develop practical strategies for restoration, monitoring or management recommendations to maintain or restore environmental conditions
    • Providing technical recommendations on environmental planning phasing to designers, engineers, or other professionals working to develop restoration plans or strategies. Providing, for government review and approval, feasibility and cost-benefit studies for existing environmental remediation projects and designs.
    • Assessing and identifying design & construction project impacts on current restoration sites and/or planned remedial actions to determine whether additional agency reviews, regulatory notifications, and/or approvals are required prior to construction or planned alterations.
    • Assisting government personnel in reviewing design and construction contracts to ensure relevant environmental requirements are included.
    • Collaborating with managers, engineers/architects, construction project managers, legal staff, contract specialists and/or contractor personnel, and providing recommendations on the resolution of unique and/or complex environmental restoration compliance problems.
    • Providing responses, for governmental review and approval, for A/E and contractor requests for information and coordinating with CEU Juneau Project Managers in developing Scopes of Work for required contracts and contract modifications for environmental work necessary to complete projects.
    • Documentation of data and records management in support of projects and programs including, project briefings, staff activities, compliance reviews, and general records management.
    • Occasional travel (with potential for overnight) required to operational & environmental liability sites in USCG District 17 Area of Responsibility (D17 AOR).

    Other duties include:

    • Proficiency in MS Office suite of software including MS Word, Excel, Outlook, and Powerpoint
    • Proficiency working with databases, data entry, and data analysis
    • Maintenance of databases, technical data and files.
    • Support all aspects of the CEU Juneau Environmental Program, including but not limited to records, data entry, regulatory support, management, inspections, and assessments.
    • Perform self-assessments and audits in accordance with client orders and contractual requirements to ensure data integrity.
    • Coordinates and interfaces with appropriate department personnel.
    • Requires versatility and a willingness to support several activities with the flexibility to move between assignments.

    Skills & Abilities:

    • Bachelor's degree or equivalent in scientific or engineering discipline is highly desirable. Includes BS Engineering, Geology, Environmental Science, Chemistry, Biology, Natural Resources, and/or Environmental Management.
    • Five (5) or more years of experience in environmental science or related field.
    • The proposed personnel's experience/mastery of environmental remediation regulatory concepts, principles, and construction practices INCLUDING:
    • Experience in Resource Conservation and Recovery Act (RCRA) permits and regulations.
    • Experience with Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) actions.
    • Experience with Title 18 of the Alaska Administrative Code (18 AAC) 75.
    • Remediation and restoration sub-disciplines including contaminated site cleanup, attenuation measures, monitoring, and site closure in the D17 AOR (State of Alaska).
    • Although not a requirement, personnel with qualifications above the minimum requirements identified above are preferred. Qualifications above the minimum requirements include: professional licenses, certifications, or specialized training in the field as well as additional years experience above the 5 year minimum, an Environmental Engineering degree from an ABET accredited program, and demonstrated experience in developing/reviewing technical packages for environmental services and performance specifications.
    • Ability to pass a DOD National Agency Check (NACI) background check to obtain any required security passes, network access, and clean driving record
