    GENERAL SUMMARY

    The Environmental Specialist is responsible for inspecting, sampling, and monitoring of environmental activities, and ensuring conformance with Federal, Tribal, and other related regulations and ordinance. In addition, provides general administrative support duties for assigned department or functional area. The duties include taking meeting minutes, writing correspondences, preparing quarterly reports, managing files, and performing general office tasks.  This position my be a full-time or part-time position.

     

    CORE SCOPE OF POSITION

    • Monitors and maintains environmental protection and monitoring systems including but not limited to soil, groundwater, surface water and air monitoring systems as required.
    • Inspects and investigates sources of pollution to protect the public and environment and ensures conformance with Federal, Tribal and other related regulations and ordinances.
    • Operates, maintains, and performs minor repair of environmental monitoring and testing devices.
    • Collects environmental samples for compliance.
    • Compiles, evaluates, and analyzes data as required.
    • Assists in preparing reports to Federal and State agencies regarding specific environmental monitoring program.
    • Conducts and participates in community presentations, forum, and education activities.
    • Maintains all related files in a neat and orderly condition at all times.
    • Ensures files contain all pertinent documentation and information, including support documentation, correspondence, fiscal budgets and notifications.
    • Ensures confidentiality of all files and information concerning environmental activities, including the contents of grants, and any issues involving violations, mitigation and remediation in accordance with the policies governing confidentiality.
    • Performs a variety of clerical duties, such as composing and preparing documents, correspondence and quarterly reports, creating forms, faxing, copying, and filing.
    • Takes meeting minutes and maintains attendance logs, notifies appropriate stakeholders of upcoming meetings through mail, e-mail, and telephone.
    • Screens incoming phone calls and routes to appropriate team member.
    • Prepares check requests and tracks expenses.
    • Complies with and follows departmental policies and standard operating procedures, and any applicable governmental laws and regulations.
    • Ensures that a clean, safe, hazard-free work environment is maintained.
    • Maintains the highest level of confidentiality, impartiality, and reliability.
    • Performs all other duties as assigned.

     

    INTERACTION

    • Works with the allied agencies, internal and external stakeholders.

     

    SUPERVISION

    • Does not provide supervision to others.

     

    EDUCATION/CERTIFICATION

    • High school diploma or General education degree (GED) required.
    • Certification as Environmental Specialist required.
    • Associate’s Degree or greater in Environmental Science preferred.
    • Possession of a valid California Class C Driver’s License and a satisfactory driving record.

     

    EXPERIENCE

    • 2+ years of administrative and/or related field experience preferred.

     

    KNOWLEDGE AND SKILLS

    • Knowledge of methods, materials, and equipment used in the operation and maintenance of environmental monitoring system.
    • Knowledge of environmental issues, laws, and regulations applicable to compliance and protection.
    • Knowledge of definitions and classifications of hazardous waste and materials plus their handling and tracking.
    • Knowledge of principles of business letter writing, report preparation, technical research and method of data analysis.
    • Knowledge of Microsoft Word, Excel, Outlook, PowerPoint, and other computer programs.
    • Detail-oriented, organized, self-motivated, and values teamwork.
    • Good mathematical skills (i.e. calculate volume, pressure, quantities and qualities).
    • Ability to operate a personal computer and safely operate a vehicle.
    • Ability to communicate clearly and concisely, both orally and in writing.
    • Ability to prepare and conduct presentations to individuals and large groups.
    • Ability to exercise sound judgment in making recommendations.
    • Ability to establish and maintain effective working relationships with those contacted in the course of work.
    • Ability to work independently and maintain a high degree of confidentiality.
    • Ability to review official documents such as grants, regulations, technical specifications, environmental documents, ordinance and statues, P&P’s, and legal terminology.
    • Ability to multitask and work in a fast-paced, deadline-oriented environment.
