  • Responsibilities

    Work will begin in early March 2024. COLSA Corporation is seeking a Training and Exercise Coordinator in support of Marine Corps Information Operations Center (MCIOC) on site in Quantico, VA.

    The ideal candidate shall assist in the integration of Information Related Capabilities (IRCs) into Marine Corps training and exercises. This includes development, review and update of a broad range of training and exercise materials relevant to EW, OPSEC, PSYOP, MILDEC, cyberspace operations, civil military operations, communications strategy operations, IJSTO, and other information related capabilities. The Training and Exercise Coordinator will support internal MCIOC IWX, the USMC Service Level Training and Exercise Program (SLTE-P), and external Marine Corps agencies such as: Expeditionary Operations Training Group (EOTG), Expeditionary Warfare Training Group Atlantic (EWTGLANT); Marine Corps Tactics & Operations Group (MCTOG), Marine Corps Logistics Operations Group (MCLOG), MAGTF Staff Training Program (MSTP), Marine Aviation Weapons and Tactics Squadron One (MAWTS-1), and Marine Corps University (MCU) (Amphibious Readiness Group/Marine Expeditionary Unit pre-deployment training), Large Scale Exercise (LSE), Marine Expeditionary Force Exercise (MEFEX), Expeditionary Warfare School, Command and Staff College and Marine Forces Special Operations Command (MARSOC). Tasks may require off-site support and periodic CONUS and OCONUS travel.

    Principal Duties and Responsibilities (*Essential functions):

    1. Provide advice, opinion, recommendation, and gather information on development of base scenario documents and Master
      Scenario Events Lists that include support to MAGTF Training events up to MEF level, including IE related operations, 11 activities, and investments (OAI);
    2. Provide planning and exercise evaluation support to MEFEX, Mission Rehearsal Exercise (MRX), Command Post Exercise (CPX), and other major training exercises as well as tactical-level pre- deployment series training including Rapid Response
      Planning Process (R2P2), Amphibious Squadron MEU Integration Exercise (PMINT), Realistic Urban Training (RUT), Composite Training Unit Exercise (COMPTUEX), Certification Exercise (CERTEX);
    3. Assist in the conduct of exercise control (EXCON)during specified training events;
    4. Assist in the conduct of red cell (adversary) in order to represent a thinking and motivated adversary trying to gain an information advantage over blue force (friendly);
    5. Review curriculum for Marine Corps PME and training, produce feedback and provide recommendations;
    6. Assist in the development of OIE Master Scenario Event List (MSEL) for training events in coordination with Marine Air Ground Task Force Staff Training Program (MSTP), Expeditionary Warfare Training Group, Atlantic (EWTGLANT), Expeditionary Warfare Training Group Pacific (EWTGPAC), and Expeditionary Operations Training Group (EOTG) I MEF, II MEF and III MEF, and MARSOC;
    7. Attend and provide OIE-related input to the Training & Readiness (T&R) conferences and manuals;
    8. Provide input to continue Joint National Training Capability (JNTC) certification/accreditation for the IWX;
    9. Attend and provide OIE-related input to the training input plan (TIP);
    10. Provide observations, feedback and recommendations to IWX through each phase of the JELC;
    11. Provide scheduling and coordination for home-station training requirements, (e.g. individual and collective, sustainment,
      certification and validation);
    12. Attend planning conferences such as: Marine Air Ground Task Force (MAGTF), Marine Expeditionary Unit (MEU), Marine Expeditionary Brigade (MEB), and Marine Expeditionary Force (MEF) - Planning Conferences at designated CONUS AND
      OCONUS locations. Observe and report outcomes to Government Task Lead, and;
    13. Provide review and change recommendations to the Marine Corps Task List (MCTL) and Mission Essential Task List
      (METL) Conferences and OAGs as related to OIE and applicable IRCs.

    Required Skills

    Required Experience

    • Minimum of a high school diploma
    • Minimum of 6 years work related experience
    • Experience in supporting various Marine Corps agencies such as; MAGTF, MAWTS, MCLOG, MTSP, MCTOG, MATWS-1, MCU, LSE; ect.
    • Experience in development and review of excercise materials relevant to: EW, OPSEC, PSYOP, MILDEC, cyberspace operations, military operations, and IJSTO.
    • Background with red cell excercises and training events
    • US Citizenship required; Active TS/SCI clearance
    • Willing and able to travel off site and OCONUS/CONUS as needed

    Preferred Qualifications

    • Bachelor's Degree
