As a key resource, you will also engage collaboratively with Intrepid business development and contract professionals to better position the company for proposal success.

POSITION SUMMARY:
You will develop and participate in Best-in-Class pricing proposals and strategies, reporting to the Chief Financial Officer.

· Support the development and implementation of necessary programs and initiatives to ensure that all Intrepid Pricing and contracting policies are congruent with all Federal pricing policies, regulations, and mandates.

· Develop complex pricing proposals in response to customer requests.

· Participate on cross-functional teams to collect the necessary data for pricing effectiveness.

· Participate in proposal kick off meetings and own pricing proposal schedules as well as templates and pricing instructions for subcontractor proposals.

· Develop complex cost proposal narratives and packages, understand, and collaboratively clarify the basis of estimates submitted by the technical estimators, perform direct labor rate analysis, develop business cases, lead pricing reviews, lead fact finding efforts and the negotiation process and support audit activities as they arise.

· Will provide training to, and assist technical personnel in, the development of credible Basis of Estimates (BOE).

· Contribute to the development of winning business strategies, be a key participant in the price-to-win (PTW) strategy and will coordinate closely with contracts, proposal management personnel and PtW consultants to develop high quality cost volume submissions.

ESSENTIAL JOB FUNCTIONS: (not limited to duties as described – performs related duties as requested):

· Govern the Cost Estimating System, update all requirements, processes, procedures, manuals, and guides. Ensures training and adherence to all policies and procedures for accountability to the approved system.

· Lead cost analysis and estimates for complex proposal efforts and ensures compliance with company policies, disclosure statements, FAR, CAS, and solicitation requirements.

· Lead Pricing function in close cooperation with the capture/proposal team, leads the development of strategic pricing strategies, identifying risks, and interpreting solicitation requirements. Provide enhanced of and advanced pricing strategies

· Drive pricing & modeling analysis for all pre-contract analysis. Owns the financial analysis process to support all proposals made to customers. Ensures all business cases that go before Executive management undergo rigorous analysis.

· Lead Intrepid cross functional teams with all supporting business functions to collaborate and ensure the Pricing & Estimating team analyzes and researches Request for Proposal (RFP) and Statement of Work (SOW) requirements for pricing and related deliverables.

· Effectively Interfaces with DCAA regarding cost proposals, including direct and indirect costs support, and audit and Estimating System inquiries.

· Lead the Estimating Team as it develops variable and auditable Base of Estimate (BOE) that are fully compliant with RFP requirements.

· Support the development of your direct reports to enhance skills in pricing and estimating strategies.

EDUCATION & EXPERIENCE:

· Bachelor’s Degree (STEM preferred)

· 12+ years of progressive business acumen/experience providing strategic pricing support for federal contracts and task orders.

· Demonstrated experience providing strategic guidance in pricing various types of contracts to include CPFF, CPAF, CPIF, FFP, T&M, IDIQ, GWAC, GSA schedules and Service Contract Act (SCA) and Union Contracts.

· Knowledge and experience in using complex pricing models and pricing processes and procedures and understanding of professional and IT services pricing strategies used in all channels, commercial and government.

· Knowledge of U.S Federal marketplace and regulatory and compliance impact on Pricing & Contracting.

· Demonstrated experience leading pricing strategies/structures, complex pricing analysis and complex financial modeling.

· Expert skill using Microsoft (MS) Office, Excel, MS Word, PowerPoint and Access.
