    Job Description

     

    BASIC RESPONSIBILITES:

    1. Provide ongoing outreach efforts throughout the assigned region to provide farmworker families, community organizations and other public and private human service providers, with information about the MSFW program to generate referrals. 
    2. Interpret and apply knowledge of federal, state and local laws, regulations and provisions in providing employment and training services to eligible migrant and seasonal farmworkers and their families.
    3. Complete an intake interview for potential participants both in person and via telephone to determine eligibility for program services. 
    4. Enroll persons who fully meet eligibility requirements and can provide required documentation into appropriate program services, completing intake forms and getting required documentation.
    5. Refer ineligible persons to other appropriate service providers, maintaining documentation of the referral.
    6. Assess the barriers and support service needs of all members of the family unit and make referrals to appropriate providers.
    7. Assess skills; aptitudes; interests; short and long term education; training and career goals; conduct testing, and develop an agreed upon Individual Employment Plan (IEP) for enrolled participants. 
    8. Provide participants with individual and/or group career and job search counseling, including interviewing techniques, resume preparation, labor market information, job retention skills and job development/referral services.
    9. Monitor, review, and document the progress of each participant in meeting the objectives of the IEP.  Periodically meet on site with the program participant and training providers to determine training progress, ensure contract compliance, and resolve any problems.
    10. Act as liaison for OIC with other organizations and service providers to provide mutual support and generate close working relationships.
    11. Contact employers throughout the assigned region to negotiate and secure on-the-job training; work experience; try-out employment, and other core training agreements, and to develop job placement opportunities.
    12. Negotiate and secure classroom training partnerships with training institutions, including community colleges, technical colleges, school districts and other basic and vocational skills training providers throughout the assigned region.
    13. Complete relevant training evaluations during and upon completion of the training objective or placement into unsubsidized employment.
    14. Perform appropriate follow-up to verify job retention.
    15. Follow up on effectiveness and appropriateness of services provided through referral of participants’ family members who are not enrolled in the MSFW Program.
    16. Develop and maintain comprehensive case files for each participant, to include the IEP, training evaluations, counseling notes, on-site monitoring reports and all other forms and reports, pertaining to the participant.
    17. Complete the caseload objectives assigned by the Regional Manager or Lead and immediately report any problems in meeting those objectives.
    18. Maintain accurate and complete participant’s files. 
    19. Work in close cooperation with other Employment and Training Representatives to provide case/participant management support as needed.
    20. Other duties as assigned.

    SPECIAL KNOWLEDGE, SKILLS AND ABILITIES

    1. Proficient oral and written English/Spanish communication skills.
    2. Demonstrated ability to establish and maintain effective relationships in the business and community sectors.
    3. Prior experience in an office environment with demonstrated administrative and organizational skills and proficient computer skills and proficiency in Microsoft Office 
    4. Demonstrated ability to prioritize tasks and work under pressure.
    5. Must be self-motivated; maintain a high level of confidentiality, and possess strong ethics.
    6. Must be able to travel frequently as required.
    7. Must develop working knowledge of Workforce Investment Act (WIA) program regulations and administrative requirements within first 90 days. 
    8. Able to demonstrate a genuine concern and respect for all cultures and diverse populations served by OIC.

    ADDITIONAL CONDITIONS OF EMPLOYMENT

    1. Successfully pass a criminal history and background check.
    2. Successfully pass a pre-employment drug test.
    3. Maintain a current driver’s license, required motor vehicle insurance, dependable vehicle and good driving record.
    4. Employment is conditional on CEO approval.

    1. AA degree in sociology or related field, or equivalent work experience matched on a year for year basis.
    2. Experience should include employment training, job development, career preparation, case-management, or related activities.
    3. Excellent positive people skills.
