We are seeking an Organizational Psychologist or senior L&D Strategist to lead the needs analysis and competency framework work for a citywide management training program serving people leaders, executive leaders, and emerging managers across the City of Cleveland.
Your responsibilities:
Lead the Organizational Training Needs Analysis (OTNA) process
Align training design to Cleveland's newly developed competency model (Communication, Decision-Making, Customer Focus, Teamwork, Accountability, Equity & Inclusion, and more)
Recommend assessment tools for Team Effectiveness and Communication Styles
Advise on cohort strategy and learning sustainability plan
Support curriculum design for three distinct leadership tracks: People Leaders, Executive Leaders, and Emerging Managers
Contribute to the Learning Sustainability Plan, ensuring a long-term culture of learning
Required qualifications:
Master's or Ph.D. in Organizational Psychology, Organizational Development, or related field
7+ years in L&D strategy, organizational development, or leadership development
Experience with competency-based training design
Assessment tool certifications strongly preferred (DiSC, CliftonStrengths, EQ-i 2.0, Hogan, or similar)
Government, municipal, or public sector experience a strong plus
