    LOCATION:  Preference for US-based, with flexibility for other locations

    SCOPE OF WORK

     

    PATH is conducting a study of the ongoing costs and operational context of HPV vaccine delivery in six different national immunization programs – Ethiopia, Guyana, Rwanda, Senegal, Sri Lanka, and Uganda. The study objectives include estimating the ongoing financial and economic costs to deliver HPV vaccines, identify program operations and contextual factors that impact costs, evaluate the quality and completeness of program performance data, and identify the program costs drivers and opportunities and challenges for improving cost efficiency.

     

    Standardized protocols and data collection forms have been completed. Interview questionnaires will collect detailed information for the activities done (operational data) and expenses incurred (cost data) to deliver HPV vaccines nationally to young adolescent girls. Ethical approvals from most countries have been secured and detailed planning for study implementation is apace. Currently, field data collection is ongoing in Rwanda, and soon to begin in Uganda and Senegal.

     

    The scope of work includes data management of economic and program operations data from interviews conducted with health workers and supervisors from community, district, region, and national levels. Each country will have at least three large datasets, averaging about 1,000 variables each. Data codebooks, quality assurance, management, merging and aggregation, and preparation of datasets for analysis are the primary tasks of the data manager.

     

    As part of this project, the Data Manager will work directly with the project director, co-principal investigators, and database programmers at PATH as well as in-country study teams (PATH and non-PATH teams) to:

     

    • Develop data codebook for each country and cross-country dataset.
    • Create programs for and execute data quality assurance checks during and after data collection.
    • Maintain and managing individual data files for health facility, administrative level, and household interviews conducted across 6 countries (at least 13 separate data files).
    • Compile and manage multiple cross-country datasets for both economic and operational data analysis.
    • Assist study teams in creating and harmonizing composite, aggregate, dummy, and other variables for a variety of data analyses.
    • Provide additional data management support for variable mapping to specific outputs associated with the operational data.
    • Participate in regular meetings of the project team at the global level and in-country, as needed.

    Required Skills Required Experience

    • Excellent data management skills, including ability to manage large research datasets from multiple countries.
    • Excellent computer skills using database platforms, especially Open Data Kit (ODK), MS Excel, STATA or SPSS.
    • Familiarity with health program and economic data, preferred.
    • Demonstrated ability to systematically organize, synthesize, and manipulate complex data in preparation for statistical and descriptive analyses.
    • Strong written and verbal communication skills.
    • Strong organizational skills, high level of attention to detail and effective under deadlines.

  • Qualifications
    • At least two years of supervisory experience in a food manufacturing environment.

    • Working knowledge of good manufacturing practices, hazard analysis and critical control points, lean manufacturing and other food safety, quality and manufacturing principles.

    • Ability to communicate effectively in writing and verbally with employees at all levels of the organization.

    • Ability to work with employees at all levels and to motivate direct reports; specifically mentoring and coaching individuals and identifying short- and long-term development needs and providing appropriate support.

    • Ability to manage multiple priorities at one time using effective organizational skills and judgment in an environment of frequently changing circumstances.

    • Ability to use the Microsoft Office suite of applications; specifically using Word to create and modify documents, Excel to record data and calculate results, and Outlook to communicate internally and externally.

    • Four year college degree in business management, production operations management, agricultural science, food science OR equivalent communication and analytical ability acquired through work experience.
