PATH with support from UNITAID, is implementing a one-year COVID-19 response STAR, Africa, Asia, Americas COVID-19 Preparedness (3ACP) project. PATH is leading project implementation in Uganda, South Africa, Brazil, and India. The project’s goal is to reduce morbidity and mortality among COVID-19 infected individuals through simpler and earlier diagnosis and linkage to care.
The 3ACP project in South Africa will achieve direct public health impact by implementing several work streams, focusing on the following work area:
- Enabling environment for policy/guideline development and regulatory approval to accelerate access to effective test and treat solutions.
PATH is seeking a consultant who will be responsible for reviewing the current regulatory landscape and implementation for COVID-19 self-testing and home-based care.
The consultant will work closely with the PATH South Africa Office to design and oversee the study.
OBJECTIVE OF THE ASSIGNMENT
The consultant will design a study to investigate what is and what is not working and make recommendations for improvement for home-based care for COVID-19.
THE CONSULTANT WILL:
- Conduct a landscape analysis of current policy and regulatory guidance for the introduction of Covid-19 AG-RDTs and COVID-19 self-tests in SA
- Review and draft a report of the current structure and implementation of COVID-19 home-based care guidelines in SA
- Provide recommendations for the introduction of Covid-19 AG-RDTs and COVID-19 self-testing
BREAKDOWN OF ACTIVITIES AND DELIVERABLES
ACTIVITY

- Review existing guidelines to answer the following questions:
- What is the COVID-19 standard of care in South Africa?
- What are the different treatment modalities, and how do they differ based on the severity of infection?
- What guidelines exist for the measurement of oxygen saturation? What tools are utilized and preferred?
DELIVERABLE
- Presentation of findings from existing guidelines
ACTIVITY
- Primary data review
- Identify key informants, draft interview guide and, conduct interviews to determine how the current HBCM guidelines are working. Consultant must demonstrate challenges and enablers to implementation

Required Skills
Required Experience
Minimum qualification includes the following:
- A Masters’ degree or PhD in public health, health informatics, epidemiology, or relevant field.
- At least 5 years of experience in health intervention analyses including leading the design and implementation of strong qualitative and quantitative research.
- Demonstrated capacity and professional experience in survey design implementation including sampling strategy, estimating sample size, data analysis.
- Demonstrated experience training research assistants and supervising a research team
- Significant work experience in developing or sub-Saharan African countries, with preference for experience in South Africa
- Previous experience working in South Africa would be an advantage
- Fluency in written and spoken English
OTHER KEY COMPETENCES
- Demonstrable capacity to work closely with Senior Technical Managers at the Ministry of Health
- Ability to work under pressure
- Results-oriented and ability to think analytically.
INSTITUTIONAL ARRANGEMENT
- The selected consultant will work under the supervision of the 3ACP Project Technical Lead.
DUTY STATION
- The consultant shall be expected to report to the PATH office on an as needed basis or work online as the conditions will permit.
