    KRCS is seeking a qualified person for the position of Strategic Learning Lead for an anticipated 5-year USAID Food For Peace (FFP) Development Food Security Activities (DFSA) in Kenya.  The project focuses on sustainably reducing levels of acute malnutrition in Kenya’s arid and semi-arid lands (ASALs), in Isiolo, Marsabit, Samburu and Turkana counties. The project will be implemented in two phases, from October 2019 to September 2025; (1) Phase 1 will focus on researching, testing approaches and collaboratively designing a context-sensitive, multi-sectoral activity to sustainably reduce acute malnutrition; and (2) Phase 2 will focus on activity implementation and system and institutional strengthening to manage nutrition interventions.   KRCS will be putting in an application in response to the FFP DFSA request for applications in collaboration with other consortium partners.

    OVERALL PURPOSE:

    Under the supervision of the Chief of Party, The Strategic Learning Lead, will coordinate the translation of the formative and implementation research findings into an evidence-based activity design for the phase 2 transition plan and implementation. S/he will be responsible for improving peer-to-peer learning, knowledge sharing, and application, activity-based capacity strengthening, data utilization, and collaboration, learning, and adaptation (CLA) within and across multi-sectoral activities.

     

    KEY RESPONSIBILITIES

    1. Ensure collaboration and learning across all projects and sectors in the implementation area
    2. Translating formative and implementation research findings into an evidence-based activity design for the Transition Plan and for implementation
    3. Ensure the activity includes active, intentional, and adaptive learning within and across its multi sectoral activities
    4. Manage the process of project learning to ensure knowledge from a range of sources – pilot and intervention experiences, performance monitoring data, staff and partner observations, research studies, contextual trends, etc. – is effectively analyzed, shared and applied
    5. Improve peer-to-peer learning, knowledge sharing and application, activity-based capacity strengthening, evidence and data utilization, and Collaboration Learning and Adaptation
    6. Coordinate and collaborate with research staff, the Technical Steering Committee, and other GoK and USAID stakeholders and partners
    7. Work closely with M&E, research, and partner staff to develop comprehensive learning strategies and agenda during start-up, which are incorporated in annual work plans and regularly updated.
    8. Work with the Chief of Party and senior management team to ensure adaptive program management and CLA principles are incorporated at start-up and throughout implementation
    9. Participate in Senior Management Team to set strategic vision for the project, including how research will be integrated into the program design and implementation
    10. At start-up, develop a program-wide strategy and supportive systems/structures for adaptive management and CLA. During both the research and implementation phases, oversee the execution and adaptation of the CLA strategy.
    11. Ensure pilots activities and other parts of program interventions are designed to incorporate research to answer questions around what strategies to replicate, scale, or discontinue.
    12. Support project staff and partners to implement, monitor and review pilot activities linked to the program’s research agenda and to develop a culture of reflection and learning.
    13. Lead staff and partners in regular reviews of program activities to reflect on programmatic learning based on implementation experience and monitoring data, to review and revise results chains and theories of change, and suggest programmatic changes
    14. Promote and nurture a culture of reflection, critical thinking and learning within the project and among project staff and partners
    15. Conduct frequent field visits to all project sites
    16. Set a team culture valuing learning and adaptive management in support of an ongoing resilience approach in programming
    17. Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
    18. Write and actively disseminate CLA experiences/lessons in case studies.
    19. Ensure close coordination and information sharing with consortium partners, sub-grantees, local government and other implementers.
    20. Actively disseminate research results both in country to relevant external actors as well as regionally/globally.
    21. Represent the project with government, donors, and other implementing partners as directed by the Chief of Party.
    22. Support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.DESIRED COMPETENCIES

      

    • Should have an in-depth understanding of applicable research methods and project design
    • Proven experience leading project teams in the process of regularly capturing and analyzing information, reflecting on its implications for current practice, and adapting accordingly to support and improve development outcomes
    • Strong management and interpersonal skills and excellent oral and written communication skills in English
    • Strong mentoring and facilitation skills
    • Ability to network and communicate with a wide range of stakeholders  Experience working in low resource environments.
    • Demonstrated experience in adaptive management and learning techniques is highly encouraged
    • Excellent interpersonal and communication skills with the ability to influence and interface with senior members of the business/Society
    • Self-motivation and strong team spirit
    • Ability to effectively handle and manage interpersonal conflict.
    • Good analytical and problem-solving skills.
    • Possess cultural awareness and sensitivity.
    • MINIMUM QUALIFICATIONS
    • A relevant bachelor’s degree in nutrition or food security. A master’s and/ or PHD will be an added advantage
    • Minimum five years’ relevant experience
