    Trustmark Health Benefits is seeking Sr. COBRA Analyst. The Sr. COBRA Analyst is responsible for managing COBRA administration for high complexity clients and their employee's COBRA benefits, FMLA, retirees and LOA (company leave programs). This position will involve fiscal month end duties, COBRA rate entry and maintenance, COBRA database maintenance and responding to federal/state compliance inquiries.

     

    KEY ACCOUNTABILITIES: 

    • Fiscal Duties

      • Creates monthly disbursement reports for COBRA clients and releases COBRA premiums collected to clients through Accounting department
      • Post live checks and lockbox deposit checks daily
      • Generates Credit Card payment audits for COBRA team daily
      • Processes both monthly and off-cycle refunds
      • Processes Automated Clearing House (ACH) forms & recurring credit card payment forms
      • Prepares Daily Balancing sheets Maintains data integrity within COBRA database
    • Adheres to rate renewal process for COBRA clients

      • Analyzes all group renewals, off-anniversary and termination requests for accuracy, reasonability and completeness. Works closely with the COBRA team and other teams when inconsistencies are found
      • Inputting renewal rates for clients
      • Entry of new client rates with vendor and division set up
      • Quality review of inputted rates for rate renewals and new client set up
      • Reviews incoming Client Change Request Forms (CCRF) to evaluate COBRA impact
    • COBRA Implementation (new clients & terminated clients)

      • Participates in implementation calls as COBRA representative
      • Gathers all relevant COBRA required information from Implementation team
      • Creates new COBRA group in COBRA databased based on information obtained
      • Adheres to terminated client process & works with analyst to complete
    • Processes COBRA continuation paperwork for COBRA qualified benefits and handling monthly invoicing for these clients as well as account maintenance.

      • Processes COBRA Qualifying Events for subscribers and dependents into the COBRA database daily .
      • Completes daily auditing process for keyed notifications from the COBRA database daily.
    • Completes daily fulfillment of COBRA documentation to subscribers and dependents, adhering to PHI guidelines

    Coordinates and processes all assigned group data related activities with respect to COBRA Administration (including (Federal, State and International), retiree benefit programs & client specific company leave programs.

    • Maintains organized files regarding enrollment, termination and changes. Makes sure files contain supporting data necessary to research decisions made on coding variations
    • Reports inconsistencies in eligibility, plan structure, account set-ups and systems structure to management. Researches inbound escalations and suggests corrective actions for prevention in future situations. Rebuild of member records in COBRA database as necessary
    • Run daily database processing for all input entered the previous day
    • Collaborates with internal compliance department to answer inquiries regarding COBRA regulations and Medicare/Social Security Disability Insurance (SSDI) rules
    • Interaction with third party vendors and administrators to update member benefits/coverage
    • Provide clients with reporting of enrolled, notified and terminated membership as requested

    Answers overflow of inbound calls through the COBRA queue and independently responds to questions and emails sent to the COBRA email address within standard turnaround time.

    Maintains quality standards for performance

    • Meets or exceeds 98% in all aspects of client calls
    • Meets or exceed Department of Labor COBRA regulations
    • Prepares, updates, and maintains policy and procedure documentation for the COBRA department.
    • Train new hire employees and re-train existing employees when required
    • Other duties as needed/assigned.

     

    REQUIREMENTS:

    • 3+ years with COBRA, FMLA, LOA and retiree administration/coordination experience and 3+ years experience with COBRA EAS & PowerStepp
    • Knowledgeable in handling various types of Federal, State andCompany leave programs.
    • Understanding of Administration System processes (premium administration, eligibility, claims, billing, commissions, reporting and premium administration).
    • Customer service experience in a professional setting
    • Knowledgeable in Microsoft Excel, Word and Outlook
    • Strong problem-solving ability
    • Must possess strong organizational skills that will allow for multi-tasking
    • Excellent interpersonal skills
    • Positive attitude and willingness to learn
    • Must be able to work a 37.5 hr. work week with between the hours of 8:00 a.m. to 5:00 p.m., EST.
