OSSE’s CIO seeks to hire a Program Analyst to support the management of the OSSE Comprehensive Literacy State Development Grant (CLSD). The contractor will close out, write and publish the final report, and complete data collection and analysis.
The Office of the State Superintendent of Education (OSSE) is seeking a qualified Program Analyst. The contractor will oversee the Comprehensive Literacy State Development (CLSD) Grant and be responsible for managing all aspects of the implementation and monitoring of the CLSD grant, a 5-year, $16 million grant awarded to OSSE in Sept. 2020 by the U.S. Department of Education. The Program Analyst should have experience managing data collections, strong written and verbal communication skills, and project management and organizational skills.
Responsibilities
Works with community-based organizations (CBOs) and local education agencies (LEAs) to ensure implementation of the CLSD grant program aligns with all federal regulations.
Collect monitoring and reporting data from CBOs and LEAs awarded CLSD subgrants and develop a deep understanding of individual projects.
· Support CBOs and LEAs with programming, technical assistance and monitoring to provide ongoing feedback to improve implementation of CLSD grant program.
· Connects CBOs and LEAs receiving CLSD funds to resources, information and research from within the agency, and across the education sector to help solve targeted instructional challenges.
· Assume responsibility for all grants management processes including building grant applications, completing routine review of reimbursement requests from subgrantees and communicating all OSSE grant policies to subgrantees.
· Write a final summative report for general public audiences summarizing the grant’s impact, highlighting case studies and bright spots, and acts as a key document to document and memorialize the grant’s impact Work in collaboration with other members of the Division of Teaching and Learning to ensure alignment across projects related to literacy, professional development and grants management.
· Manage communication processes around the CLSD grant and Literacy DC, including writing content for social media and updating OSSE webpages
· Assume responsibility for the promotion and implementation of DC’s state-wide Comprehensive Literacy Plan
· Manage vendor contractors and ensure program evaluation and modifications.
· Represent OSSE on a regular basis by engaging in technical assistance activities with the U.S. Department of Education and CLSD leaders from other states.
· Work in collaboration with fiscal team to execute various processes, including developing budgets and accurate fiscal tracking of CLSD grant funds.
· Work in collaboration with the Division of Data, Assessment, and Research (DAR) to complete data analysis based on student test scores
· Collaborates across the Division and with other Divisions within OSSE to discuss LEAs and schools in need of support to determine appropriate technical assistance strategies.
· Facilitates adult learning experiences for school and system leaders i.e., a final closeout convening with all subgrantees.
