    Role Summary
    The HR/Office Manager serves as the operational backbone of the organization’s administrative and people operations, accountable for accurate payroll execution, benefits administration, compliance management, and office infrastructure. This role owns the weekly payroll cycle, union reporting, employee onboarding through the HRIS/payroll system, and the full spectrum of office management functions that keep the organization running smoothly.

    This position is full time and serves as the central coordination point for field teams, project managers, external vendors, and regulatory bodies. The HR Manager/Office Manager reports directly to executive leadership and is expected to be meticulous, dependable, and highly detail oriented, capable of managing repetitive tasks with precision while building toward strategic HR leadership capabilities.

    Role Metrics and Goals

    90 Day Performance Objectives: Mastery and System Integration

    • Complete onboarding of the HR and payroll system; master the weekly payroll cycle from timecard verification through direct deposit confirmation.
    • Establish reliable workflows with project managers for timecard approval, manpower report reconciliation, and payroll deadline compliance.
    • Learn cash receipts processing, check deposits via mobile scanners, and coordination with finance on ACH and wire payment setup.
    • Build proficiency in office management systems including vendor coordination, office supply management, and physical plant oversight.

    180 Day Performance Objectives: Independence and Expanded Capability

    • Become fully self sustaining by independently executing payroll operations, benefits administration, union reporting, and office management functions.
    • Strengthen compliance execution through meticulous audit preparation, maintaining quarterly tax reports, union audit responses, and workers’ compensation documentation with complete accuracy.
    • Master bid document preparation, licensing renewals across municipalities, insurance certificate distribution, and OSHA Form 300 annual reporting.
    • Develop automation strategies within the HRIS to streamline repetitive HR and payroll tasks, reducing manual processing time and error risk.

    365 Day Performance Objectives: Strategic HR Development and Leadership

    • Acquire full HR Manager skill sets, moving beyond tactical execution to strategic people operations and preparing to oversee payroll staff as a direct report.
    • Deliver zero payroll errors and audit findings through disciplined process adherence, proactive issue identification, and systematic quality controls across HR functions.
    • Support company growth initiatives by ensuring scalable HR infrastructure and strong compliance frameworks.
    • Demonstrate structured operating rhythms with clear accountability, predictable reporting, and proactive problem solving aligned with organizational values and operational discipline.

    Compensation for this role is $60,000-75,000 commensurate with experience.
