    HEALTHCARE SYSTEMS ANALYST 15975

    POSITION SUMMARY:

    Under the general supervision of the client, this position is responsible for providing end user support (technical assistance) for various applications as a member of the Help Desk, which takes calls and responds to emails from client contacts. This position is responsible for analyzing and solving system problems, testing system changes and maintaining documentation for the systems and processes that are supported. This position also acts as the Security Officer as well as a delegated security officer for systems that support client programs, agencies and staff.

    This position supports multiple programs and supports and utilizes enterprise IS systems, a set of distinctive information systems and multiple data repositories. These systems are used by internal program staff and external agencies and stakeholders.

    This position is responsible for providing technical support for these programs and systems, develops end-user training documentation, assists with ad-hoc reporting instruction materials and guides callers through complex system use steps. This position regularly evaluates reference materials to assure proper implementation and maintenance of the information systems.

    This position acts as a delegated security officer for many of the systems supported and processes provider number requests to assist local agencies to report their services and providers using PPS. Since these systems are used to support program functions this help desk support, training, and problem-solving role is critical to the accuracy and completeness of data on these programs and its use for program management. Program stakeholders rely on the Help Desk to help them to complete their day-to-day activities to administer programs.

    This position will lead and coordinate IS activities within the client's division and across programs to help to determine priorities that impact multiple programs, to test systems changes, validate testing results and to ensure system changes and enhancements meet strategic goals. The position will provide input and assistance to the development of the client’s overall information system long-range strategic plan.

    DUTIES & RESPONSIBILITIES:

    Understands business objectives and problems, identifies alternative solutions, performs feasibility studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

    Studies existing information processing systems to evaluate effectiveness and develops new systems to improve production or specifications as required. Prepares specifications to detail operations to be performed by equipment and computer programs and operations to be performed by personnel in system. Conducts studies pertaining to development of new information systems to meet current and projected needs. Plans and prepares technical reports, memoranda, and instructional manuals as documentation of program development. Upgrades system and corrects errors to maintain system after implementation. May assist computer programmer in resolution of work problems related to project specifications, or programming. Develops backup and recovery procedures. Evaluates outcomes. May prepare time and cost estimates for completing projects. May direct and coordinate work of others to develop, test, install, and modify programs. Systems Analyst capabilities with 4-7 years of experience, relies on experience and judgment to plan and accomplish goals, performs a variety of complicated tasks, a wide degree of creativity and latitude is expected.

    MUST HAVE SKILLS:

    • Experience with requirements development specifically for healthcare industry claims processing systems. Ability to leverage prior claims processing experience to effectively work with customers systems document detailed requirements. * 3 years
