The Learning Experience is hiring a Childcare Compliance Manager dedicated to our New York Metro centers. This field-based role is singularly focused on ensuring that every TLE location across the NY Metro area operates at the highest standard of safety, regulatory compliance, and brand quality.
You’ll serve as TLE’s on-the-ground compliance leader in one of the most highly regulated childcare markets in the country. With oversight from NYC’s Department of Health and Mental Hygiene (DOHMH), the NYS Office of Children and Family Services (OCFS), and the NYC Department of Education (DOE) for pre-K programming, our NY centers face a complex and evolving regulatory landscape — and this role exists to ensure we don’t just meet those standards, but set the bar.
This is a high-visibility, high-impact position for someone who believes that operational compliance isn’t just about passing inspections — it’s about protecting children, empowering center teams, and building trust with families every single day.
What You’ll Do
Conduct regular onsite visits, walkthroughs, and formal audits across all TLE centers in the NY Metro area to assess compliance with DOHMH Article 47, OCFS Part 418-1, NYC Health Code, and TLE brand standards
Serve as the primary point of contact for all NYC and NYS regulatory matters including licensing renewals, DOHMH inspections, DOE compliance for pre-K/3-K programs, and corrective action plans
Identify compliance risks proactively and implement mitigation strategies before they become violations
Partner with center directors and regional leadership to coach, train, and develop staff on compliance protocols, safety standards, and quality delivery
Maintain accurate, audit-ready documentation including inspection records, licensing files, incident reports, and compliance tracking systems
Prepare clear, actionable reporting for leadership on compliance trends, risk areas, and improvement opportunities across the NY Metro portfolio
Monitor regulatory changes at the city, state, and federal level and translate them into practical operational guidance for center teams
Respond to compliance-related incidents with urgency, thoroughness, and sound judgment
Collaborate cross-functionally with training, HR, and operations teams to recommend and implement process improvements
Build and maintain strong relationships with DOHMH inspectors, OCFS contacts, and other regulatory stakeholders
Who You Are
5+ years of experience in childcare operations, regulatory compliance, quality assurance, or licensing — ideally within New York City or New York State
Deep working knowledge of NYC DOHMH Article 47, OCFS Part 418-1, and NYC Health Code requirements for childcare programs
Experience navigating DOE compliance for Universal Pre-K (UPK) and 3-K programs is a strong plus
Bachelor’s degree in Early Childhood Education, Public Health, Business Administration, Compliance, or a related field
Track record of conducting audits, managing corrective action plans, and driving centers through successful regulatory inspections
Strong coaching and communication skills — you can translate dense regulatory language into clear, actionable guidance for frontline teams
Highly organized with excellent documentation habits and comfort with compliance tracking tools and reporting software
Self-directed, able to manage your own schedule across multiple site visits while meeting deadlines in a fast-paced environment
Genuine passion for child safety and early childhood education quality
