    SHINE Systems, LLC is seeking a mission-driven Operations Support Specialist to join our team in Charlottesville, Virginia. This position supports operational planning and coordination functions within a high-paced, mission-critical environment, similar in structure to a military 3/5/7 (Operations/Plans/Training) shop. The ideal candidate will bring experience in developing training exercises, operational concepts (CONOPs), and systems that support organizational effectiveness and readiness.

     

    Key Responsibilities Duties include, but are not limited to:

    • Plan, coordinate, and synchronize training events, exercises, and operational support requirements.
    • Develop and maintain operational documents including CONOPs, training plans, briefings, and timelines.
    • Facilitate integration of operational requirements across directorates or work centers.
    • Coordinate and manage recurring planning meetings, working groups, and operational syncs.
    • Assist in the creation and standardization of processes, systems, and SOPs to improve operational efficiency.
    • Track and manage taskers, deliverables, and milestone completion through internal task management systems (e.g., e-Task).
    • Prepare and update presentations, charts, and dashboards for senior leaders.
    • Conduct after-action reviews (AARs), lessons-learned collection, and performance assessments.
    • Draft and edit executive-level correspondence, decision briefs, memorandums, and summary reports.
    • Maintain operational continuity documentation and internal knowledge management systems.
    • Provide limited executive administrative support when required, such as travel coordination or calendar deconfliction for operational leaders.
    • Collect and prepare operating reports and budget expenditures
    • Prepare staff summary sheets, memorandum of agreements, and official memos.
    • Schedule conference rooms and appointments.
    • Maintain internal files and records management.
    • Assists in updating/developing office level standard operating procedures (SOP).
    • Provides support to the e-Task management system.
    • Assists in managing time and labor, as needed.
    • Assists in preparation of charts, graphs and narrative information for management or program reports from material provided by higher-level employees.
    • Screens incoming correspondence and determines appropriate action.
    • Review outgoing correspondence and reports ensuring proper formats, grammar and coordination.
    • May require Special Access Program (SAP) access.
    • Assist in ensuring procedures are followed for proper maintenance, storage and destruction of all types of records and correspondence.

     

    Experience/ Education:

    • 7+ years of experience in military operations, training development, or planning roles.
    • 3+ years of experience supporting a directorate-level or operations staff function (e.g., Battalion/Brigade/Division staff, J/G/S-3/5/7).
    • Active TS/SCI clearance and CI Polygraph (or willingness to obtain).
    • Demonstrated experience in military decision-making processes, training coordination, and operational planning cycles.
    • Strong skills in Microsoft Office (Word, Excel, PowerPoint, Outlook) and familiarity with tools such as SharePoint, Task Management systems, or JOPES.
    • Bachelor’s Degree preferred; relevant military training or PME accepted in lieu of degree.
    • Excellent written and verbal communication skills; experience producing and presenting briefings to senior leaders.
    • Knowledge of Department of Defense (DoD) terminology, practices, and organizational structures.
    • Experience supporting Special Access Programs (SAP) or other sensitive operations.
    • Previous assignment in joint, interagency, or coalition environments.
    • Experience supporting operations in intelligence or national security organizations.
  • Compensation
    $105,000 per year
