JOB SUMMARY AND DISTINGUISHING FEATURES OF THE WORK:
This is skilled and semi-skilled work in the operation of moderately complex and heavy equipment, which also requires the performance of manual labor.
Work involves the operation of vehicles and equipment used in construction and maintenance projects, and to transport materials and personnel to and from work sites. Work also involves the use of power tools in preparing areas for construction. Work requires not only the safe and skilled operation of equipment but also maintains equipment. Work is performed under close supervision with verbal and written instructions issued regularly.
ESSENTIAL JOB FUNCTIONS:

Safely operates dump truck and trailer, backhoe, bush hog, bobcat, water pump truck, paving equipment, pipe saws, boring tools and any other related heavy equipment as required to assist in a variety of construction and maintenance projects – such as concrete, laying pipe and asphalt paving.
Correctly operates chain saw in clearing rights-of-way.
Correctly operates pressure washer.
Actively maintains road quality by repairing with gravel and asphalt.
Correctly performs routine maintenance on all equipment to ensure proper operation.
Actively assists in work such as building storm water catch basins, building sidewalks, plumbing, electrical, and other construction jobs/projects.
Routinely assist in directing and supervising Community Service details and records.
Often assists in the maintenance of equipment.
Efficiently leads crew in absence of Foreman
MINIMUM QUALIFICATIONS REQUIRED:
Education: Completion of a standard high school diploma, GED or equivalent from a regionally or nationally accredited school.
Experience: One (1) year experience in similar manual work; one (1) year experience in a specialized construction trade (plumbing, electrical, etc.); one (1) year experience in operating various equipment such as but not limited to bobcat, bush hog, and tractors; and some experience in pressurized potable water and sewer piping plumbing and construction equipment desired; or,
any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Licenses: Valid Georgia driver's license.
Certifications: Ability to complete DOT flagger's course, or obtain within six (6) months from date of hire.
KNOWLEDGE, SKILLS, AND ABILITIES:
1. Knowledge of:
• The operation and maintenance techniques of moderately complex equipment.
• The operation and application of power tools and other various tools.
• State and local road safety rules and regulations.
• Safety practices and procedures.
2. Skill and Abilities:
• Operation of equipment in close proximity to utility lines.
• The basic concepts of general construction principles.
• To understand and follow verbal and written instructions.
• To communicate using a two (2) way radio.
• To operate manual transmission and clutch vehicles.
• To establish and maintain effective working relationships with co-workers and work in a team environment.
• To assemble materials and constructing rough products.
• Recognize hazardous waste.
• To safely operate light construction equipment.
3. Equipment used: Heavy equipment such as but not limited to bobcat, bush hog, tractors, etc., small hand tools, cleaning supplies, and traffic flag.
PHYSICAL REQUIREMENTS:

While performing the duties of this job, the employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 75 pounds unassisted in uneven terrain. The employee is frequently required to sit, stand and walk. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Must be able to maneuver in low clearance areas.
WORKING CONDITIONS:

The noise level in the work environment is usually moderate. The employee is regularly exposed to outside weather conditions including cold and high temperatures. The employee must be able to climb ladders and withstand heights, work in confined spaces, tolerate environments containing dust and dirt.
