_ PURPOSE OF THE POSITION_
The purpose of this role is to provide leadership for effective restricted and unrestricted grants management, coordination, and the associated relationships for OUS country, cluster and region (CCR) partners and region-based affiliate partners. The postholder will co-lead on the establishment of protocols, standards, and ways of working for seamless grant and knowledge management across Oxfam America in its partnerships; and help foster greater internal knowledge management of those grants reports and outcomes.
They will contribute to the continued improvement of the agency grant administration system (OPP) and support Oxfam Confederation wide processes for integration and enhanced user experience as OPP becomes the portal for program and grants management. A successful employee in this position will enable Oxfam America to effectively manage restricted and unrestricted (UNR) resources and harvest knowledge to Oxfam CCR and region-based affiliate partners and have good partnership standards and ways of working for grants and knowledge management with all our partners.
_ PRIMARY RESPONSIBILITIES_
Strategy:
•Co-lead to identify and develop strategies to optimize the grants process in the context of enabling partnerships.
•Co-develop and update policies, procedures, standards and guidance for effective grants, knowledge and relationship management between stakeholder within OUS and between OUS and CCR.
•Help promote knowledge sharing across technical, cross-cutting, and country support teams.
Management:
•Manage the interface between the GEP and the FP&A Division specifically regarding review of UNR allocations and oversight to strategic partner CCR.
•Develop, maintain, and ensure proper grants management procedures covering both unrestricted and restricted funds in OUS’s strategic partner CCR are in place and consistently followed, including but not limited to due diligence procedures, grant reporting and grant agreements (OPA)
•Coordinate GEP grant management and administration - Set a clear schedule for and assign roles and responsibilities for unrestricted grant management cycle.
•Co-lead, in coordination with Regional Leads on providing data, and periodic analyses and summaries of OUS contributions (money, people, time, impact etc.) in its partnership with CCR and region-based affiliates and other partners.
•Disseminate learning products to relevant internal OUS audiences as needed for policy advocacy, program, and fundraising purposes.
•In coordination with the K4I team develop an accessible database for all inputs and outputs from both OUS and SP CCR in the OUS Partner Affiliate planning cycle (i.e. from operational/horizon planning to reporting and learning products and outcomes etc.)
•Help establish an OUS organizational culture that promotes and supports knowledge sharing across technical, cross-cutting, and country support/engagement teams.
Grants, Knowledge Management and Partnerships:
•Promote a partnership approach to behaviors, culture and ways of working.
•In coordination with other teams and divisions ensuring the proper integration of CCR perspectives into policies, processes and guidance within OUS.
•Co-lead on convening internally in OUS and with CCR stakeholders in reviewing and improving on practice in grants and knowledge management.
•Co-lead grant management system working group; including facilitating regular meetings, trainings, and facilitating discussions.
•Assist in preparing for grants panel review meetings.
People Management:
•Manages staff reporting to role to ensure high performing and collaborative team members. Establishes and manages performance goals for the team to ensure effectively coordinated and administered plans and budgets for GEP.
•Attract, motivate and retain top-notch staff.
•Ensure staff exhibit behaviors aligned with Oxfam’s values, including but not limited to the Oxfam Leadership Model, Code of Conduct, Safeguarding, and Health and Safety.
Other:
•Track and ensure OUS is able to capture data on inputs, outputs and impacts of its contributions for special grant initiatives such as the Endowment Fund.
•Stay abreast of knowledge management in the confederation, particularly in the areas that are relevant for OUS investments in the region through the Knowledge Hubs, working groups, networks, and other mechanisms.

Hiring Range:$98,000- $100,000

Qualifications
_ EDUCATION_
Bachelor’s degree in a relevant field or a combination of education and experience. A master’s degree is preferred.
_ EXPERIENCE AND CORE COMPETENCIES_
•Seven to ten years in senior international development leadership roles with increasing responsibility and geographic scope.
•Experience building and delivering on high-impact international programs, grants and knowledge management and MEAL.
•Experience designing and implementing processes and procedures for effective management of multi-disciplinary, cross-organizational working groups.
•Understanding of how to organize activities common to several geographies and tailored to varying contexts.
•Experience commissioning financial and non-financial analyses and reporting to evaluate the effectiveness of current approaches, identify future priorities and to provide evidence of effectiveness in strategic relations.
•Ability to communicate with stakeholders with tact and diplomacy.
•Strong communication, presentation, and facilitation skills.
•Experience working in and managing high performing, multi-disciplinary teams in a policy and programmatic (incl. influencing and humanitarian action) environment.
•Excellent written and verbal communication skills with fluency in English, with the experience ability to articulate complex issues to a wide range of audiences and stakeholders.
•Experience managing and working with a diverse team of individuals
•Able to work effectively in a networked and matrix structure, demonstrating good leadership and good “followership” as need¬ed.
_ PREFERRRED QUALIFICATIONS_
•Experience working and living in a developing country context
•Experience in rights-based, social justice programming and approaches.
