    Job Description

    I. PROGRAM SUMMARY:

    PACE Business Development Center (BDC), established since 1993, offers entrepreneurial training, technical assistance, one-on-one counseling, and access to capital, to low and moderate income individuals. We assist entrepreneurs who aspire to start new businesses or existing small business owners who need to improve or expand their operations. The Microloan and Small Business Loan Programs, an essential component of PACE BDC, provides access to capital which is key to start, expand, or strengthen a microenterprise. We also believe that business loans can assist low and moderate income entrepreneurs to build credit, achieve economic self-sufficiency and become successful small business owners and create jobs for their communities. We are a certified CDFI, SBA Microloan, SBA Community Advantage (7a), EDA and California COIN organization.

    II. POSITION FUNCTION

    Under the supervision, direction of and collaboration with PACE BDC Director, the individual will be responsible for leading and managing the loan funds, loan counselors, and supporting staff to ensure the meeting and exceeding the Microloan and Small Business Loan Programs performance outcomes goals. The Loan Manager will develop and improve a set of policy and procedures that will govern the operation of the program as well as ensuring the compliance of all relevant guidelines and regulations. He or she will be performing and overseeing the day-to-day operation of PACE Microloan and Small Business Loan Programs which shall include outreach, recruitment, loan packaging, underwriting, data collection and all required reports preparation. Additionally, the individual will organize, manage, motivate, collaborate and supervise loan counselors and program assistant and volunteers. He or she will act as the representative of the Program in cultivating and maintaining collaborative working relationship with funders, loan committee members and community partners.

    As a BDC Key Staff, the individual will also work in collaboration with BDC Director and the agency in achieving the mission and goals of PACE Business Development Center.

     

    III. WORKING RELATIONSHIPS

    · Report directly to PACE Business Development Center Director

    · Primarily interacts with PACE BDC staff, volunteers, interns, funders, community partners, consultants, PACE staff and loan committee members

    · Supervise loan counselors and support staff

    IV. MAJOR RESPONSIBILITIES & DUTIES

    Supervision

    · Recruit, train and supervise loan counselors, program assistant, interns and volunteers

    · Conduct periodic performance monitoring and evaluation, and issue disciplinary actions when appropriate

    · Identify and send staff to lending and credit training locally

    Implementation of Loan Program

    · Outreach, Recruit, and Refer

    o Plan/ conduct workshops and events on “access to capital” and “credit”

    o Establish community partnership to ensure the flows of good risk loan applications

    o Create and distribute marketing materials to promote the Microloan and Small Business Loan Programs

    o Work with Marketing Manager to update BDC website page for Microloan and Small Business Loan Programs

    · Policies & Procedures, Infrastructure

    o Update microloan policy and procedure manual and ensure the implementation

    o Review and recommend on-line loan application and underwriting and closing software

    o Maintain and streamline microloan tracking and portfolio management software

    o Manage loan servicing processes including tracking repayments and collections

    · Quality Control and Compliance

    o Ensure the timely, accurate, complete periodic loan and portfolio performance and narrative reports

    o Develop monitoring tools to ensure monthly compliance such as MRF and LLRF collateral ratio

    o Research and develop Microloan portfolio quality control monitoring tool and reports

    Sustainability and Growth

    o Build and maintain constructive relationship with funders

    o Assist in funding and certification applications for microenterprise and related programs

    o Participate in the strategic planning to develop, market, and deliver PACE microloans and small business loans

    o Collaborate and motivate and mentor counselors to effectively sustain the growth of Microloan and Small Business Loan Programs

     

    V. QUALIFICATIONS, EXPERIENCES AND SKILLS:

    Qualification and Education

    · Three to five years working experience in banking, finance, or credit, with SBA loan is preferred

    · Bachelor degree in business development and finance or accounting related field; MBA is strongly preferred.

    · Credit or financial analyst certification or training

    · Certification or training in project management is preferred.

    Experience and Skills

    · Ability to make public presentation in a clear, concise, and convincing manner

    · Excellent and proven interpersonal, verbal and written communications skills

    · Experience working with database, CRM, Accounting, loan and or portfolio software system

    · Had worked with low income individual and diverse group of multi-background

    · Effective problem-solving and mediation skills.
