    Job Description

    I. POSITION FUNCTION

    Primary responsibility is to manage and service the loan portfolio. Portfolio Management duties will include but not limited to managing portfolio risk, late payments, special assets work-out (including filing claims with the appropriate authority for charged-off loans).Portfolio Reporting duties include ACH, SBA and Colson reporting, other reports to funding sources, SBA secondary market management, maintaining the loan system, managing the SBA pre-approval process, boarding funded loans, managing loan audits, and other loan related duties.

    The Portfolio Operations Analyst ensures the visibility of PACE BDC and services by organizing and conducting related workshops and special events. Collaborating with other PACE Business Development Center (PACE BDC) business counselors and PACE staff will be necessary. Networking to establish and strengthen productive relationship with relevant partners is an important function.

    II. WORKING RELATIONSHIPS

    • Work with Loan Manager to oversee the management of the loan portfolio.
    • Work with Loan Counselors to ensure loans are approved by SBA when appropriate and approved loans are funded.
    • Network to establish and build relationship with business services providers and community leaders to increase visibility
    • Collaborate with BDC and PACE staff to get and offer assistance in order to serve clients at best possible

    III. MAJOR RESPONSIBILITIES & DUTIES

    Portfolio Management:

    • Portfolio Management

      • Collaborate with the loan manager to make sure all loan policies and procedures are followed by loan staff
      • Ensure all loan files are in order and documents are complete in accordance with all applicable policies and guidelines.
      • Conduct UCC search, file, and monitor all loan collaterals including filing UCC and trust deed liens
      • Ensure UCC filings are up to date
      • Coordinate with external auditors for reviews
      • Ensure all policies and requirements are met for loans with SBA, EDA and CalCAP guarantees
      • Ad hoc financial analysis, collateral analysis, and portfolio analysis related duties as needed.
    • Portfolio Operations and Loan Management Related Duties

      • Ensure all monthly payments are completely processed and recorded in loan system correctly and in a timely manner.
      • Monitor all late payments and handle appropriately.
      • Work out any problem loans in default and work with the corresponding loan counselors to resolve these problem loans. Review closing loan documentation.
      • Assist with SBA approval when required
      • Work with Loan Manager in selling SBA loans to the secondary market
      • Ensure all Colson related activities are completed on time
      • Complete all loan department reports in a timely manner with completeness and accuracy
      • Work with the loan manager and department director to ensure all department goals are tracked and measured with department reports
      • Work with loan officers to process customer request for loan modifications in accordance with all applicable policies and procedures.
      • Review of closing loan documentation and collateral liens.
    • Outreach & Visibility

      • Conduct workshops and loan orientation
      • Attend networking events in the communities
      • Organize and set up our own networking and special events
      • Establish and maintain partners including banks, elected offices and small business services providers

    IV. QUALIFICATIONS, EXPERIENCES AND SKILLS:

    • Education and Experience

      • Five or more years working experience in accounting, financing, marketing, or loan servicing or collection with small business
      • Minimum Bachelor degree or equivalent in business administration; MBA preferred
      • Experience in underwriting loans or loan packaging preferred
    • Skills& Abilities & Bi-lingual

      • Experience and proficient utilizing Downhome Portfolio Management, SBA MPERS, and SBA 7a systems
      • Demonstrated knowledge and experience of SBA Lending Policies and Procedures.
      • Demonstrated knowledge of closing loan documentations.
      • Proficiency in Microsoft Office using Words, Excel, and Internet Explorer
      • Proficient in customer relation management (CRM) software preferred
      • Excellent, proven interpersonal, verbal and written communications skills
      • Demonstrated ability in public presentation for workshops
      • Excellent organizational skills
      • Excellent knowledge of local businesses and resources
      • Demonstrated ability to multi-task and work in a fast-paced office setting
      • Effective problem-solving and mediation skills
      • Bi-lingual in one of Chinese Dialect or an Asian languages and experience working in the ethnic minority preferred
