    PATH seeks a Technical Lead—Program Monitoring & Data4Impact for an anticipated CDC-funded, “Achieving and Sustaining Epidemic Control in India through Technical Assistance to India’s National AIDS Control Program by Strengthening the HIV Prevention to Treatment Cascade under the President’s Emergency Plan for AIDS Relief.” The goal of this project is to support the National AIDS Control Program (NACP) to achieve HIV epidemic control in priority geographies by implementing comprehensive activities and services across the prevention to treatment cascade.

     

    The Technical Lead—Program Monitoring & Data4Impact will serve as the Strategy 3 lead and be responsible for leading implementation of the project’s continuous programmatic improvement and data for impact activities. They will also lead the project’s evaluation and performance measurement system, overseeing design and implementation of the project’s Evaluation and Performance Measurement (EPM) strategy and data reporting system. They will directly report to the Project Director (PD), and supervise project EPM staff.

     

     

    RESPONSIBILITIES:

    Key responsibilities include but are not limited to the following:

    • Under technical direction of the PD, develop, roll out, and scale strategies in support of continuous programmatic improvement, real-time data use, and data quality assurance at the site (HIV and HIV/TB service providers) and above-site (district and cluster state teams) levels to understand performance against targets and epidemic control benchmarks and client satisfaction and measurably improve the quality of HIV and HIV/TB service delivery.
    • Lead the process of adapting existing or developing new tools, guidelines, SOPs, or other materials on continuous programmatic improvement, particularly data analysis and use focused on key technical areas such as targeted case-finding; treatment linkage and continuity; viral load access and result utilization; and TB preventive therapy completion.
    • Lead activities to strengthen district/cluster state-level capacities related to utilization and dissemination of timely data for continuous programmatic improvement, and to strengthen capacities of antiretroviral treatment (ART) center staff on data quality and completeness through technical assistance.
    • Develop and implement a strong and replicable project EPM system, including data collection, compilation, validation, visualization and dashboards, and reporting processes, and train/provide ongoing coaching to staff and consortium partners on use of the system.
    • Contribute to development of annual work plans; lead annual EPM plan development; and contribute to regular reporting (e.g., quarterly progress reports) including leading process of reporting into DATIM.
    • Support project leadership to conduct regular project technical and implementation team reviews by providing updated data for review and analysis during review meetings.
    • Ensure alignment of EPM and operational research/evaluation questions with the project goal and outcomes, and oversee data collection and analysis related to key evaluations.

    Required Skills Required Experience

     

    • Advanced degree in public health, social sciences, epidemiology, or other relevant fields.
    • Minimum of eight years of progressive leadership roles leading or supporting M&E and/or data use and continuous programmatic improvement for health programming, with experience in HIV programming preferred.
    • Strong understanding of HIV service delivery in India, including of the Indian health information systems, NACO data reporting processes, and patient data collection systems.
    • Robust knowledge of NACO quality improvement processes and demonstrated experience developing and/or rolling out continuous quality improvement initiatives and data for impact, including strengthening capacity at all levels.
    • Previous experience performing EPM functions on PEPFAR HIV programming, including in-depth knowledge of PEPFAR Monitoring, Evaluation, and Reporting indicators and experience conducting data quality audits.
    • Demonstrated professional experience and relationships with GOI/NACO stakeholders and other implementing organizations working on data management and use strongly desired.
    • Conversant with digital information security in health care act policy and other ethical measures on data usage.
