    PATH is seeking a qualified GENDER-BASED VIOLENCE (GBV) LEAD for the anticipated Lesotho Millennium Development Authority (LMDA)-funded Health Systems Strengthening, Primary Health Care, and Counter Gender-Based Violence (HSS/PHC/cGBV) Support Activity. The program is expected to achieve improved health outcomes by strengthening the Lesotho primary health care system through, 1) improving the quality and availability of essential primary health services; 2) improved management capacity of district health management teams (DHMTs) to plan and deliver primary health care (PHC) services; and 3) and improved services through better data use for decision making at the DHMT level.

    The GBV Lead will serve as the project’s GBV subject matter expert and lead GBV-related activities. S/he will provide oversight and advice on all aspects of GBV on this project—e.g., supporting the Ministry of Health (MOH) and DHMTs to strengthen their GBV response, facilitating coordination of GBV response and management with multiple sectors, strengthening reporting of GBV and use of data for decision-making, and strengthening the enabling environment for GBV within the health sector by advocating for inclusion of GBV into MOH strategies, plans, and training curricula. In addition, s/he will ensure that overall project activities are gender-sensitive and incorporate gender considerations into their design and execution—including, mentoring and supporting project staff and consultants in this regard. This position is based in Lesotho.

    • Provide overall GBV leadership to the project team and serve as a GBV thought-leader—both for the project team and to key stakeholders in Lesotho.
    • Lead the design and execution of all project GBV activities and ensure that they are informed by the latest evidence and best practices.
    • Build and nurture relationships with the MOH and other relevant ministries such as the Ministry of Gender, Youth, Sports and Recreation (MGYSR) in order to ensure joint coordination, planning, and implementation of GBV activities.
    • Support DHMTs to design and implement enhanced GBV interventions and strengthen linkages with other relevant ministries and institutions such as law enforcement and traditional leadership.
    • Lead efforts to sensitize staff from governmental and nongovernmental institutions on their role to prevent and manage GBV, as well as build their capacity in GBV response and management.
    • Support the MOH at national level, MGYSR, and DHMTs in their efforts to roll out new GBV reporting mechanisms and ensure their correct and consistent use.
    • Support the MOH and MGYSR at national level and DHMTs to improve the quality of reported GBV data and enhance the use of data for decision-making around financing, planning, coordination, and implementation of GBV programs.
    • Work with the project’s strategic information and learning team to ensure that lessons learned, and best practices are documented and disseminated in a manner that they contribute to expanding the evidence-base for GBV programming in Lesotho and beyond.
    • Establish and maintain relationships with other relevant stakeholders—including public, private, and implementing partner organizations.
    • Serve as an internal mentor for the project team by coaching staff and consultants to incorporate gender considerations into the design and execution of all project activities.
    • Represent the project in national forums such as technical working groups and to other relevant partners.

    Required Skills Required Experience

     

    • Master’s degree in gender, public health, social studies, sociology, political science, anthropology, communications, or a related field. May be substituted with equivalent work experience.
    • Minimum of 10 years of professional experience in relevant areas such as public health, gender, behavior change communication, social work, or a related field—with at least 5 years of senior-level experience in designing and implementing programs to prevent, respond to, and manage GBV.
    • Demonstrated ability to work collaboratively with government at national and subnational levels, staff from nongovernmental institutions, service providers at various levels, and traditional leaders—particularly around issues related to gender and GBV.
    • Prior experience working with the Lesotho MOH and MGYSR around issues of gender and GBV is recommended. Existing relationships with MOH and MGYSR around issues of gender and GBV preferrable.
    • Demonstrated expertise in capacity-building of governmental and nongovernmental partners around gender and GBV—including, developing training curricula and facilitating joint planning, coordination, budgeting, and review.
    • Strong interpersonal skills and ability to work as part of a team, including cross-cultural teams based outside of Lesotho.
    • Excellent written and oral communication skills.
    • Proficiency in both English and Sesotho required.
    • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
    • Demonstrated proficiency in the use of the Microsoft Office Suite.
    • Past experience working on MCC-supported programs a plus.
    • Ability to travel nationally within Lesotho for up to 30% of the time.
