    The NextGen Integrated Procurement Service Agent (PSA) will have responsibility for procuring malaria health commodities (rapid diagnostic tests, drug products, and insecticide-treated bed nets) on behalf of countries supported by USAID. Reliable procurement and delivery of products requires that the PSA have an in-depth understanding of both the supply side and the demand side of these markets and an awareness of how the markets are evolving over time. It is critical to understand the supplier ecosystem, from key starting materials (KSMs) to finished products, and each supplier’s strategies, plans, and current and potential challenges. Equally important is having visibility on total global demand for existing products, knowledge of new products that are moving toward registration and introduction, and the ability to forecast future demand of products, factoring in a range of issues that affect demand.

     

    The MARKET DYNAMICS (MD) ADVISOR – MALARIA will lead the PSA’s work to assess and promote healthy markets for malaria commodities on behalf of countries supported by USAID, with responsibility for market surveillance, demand and supply forecasting, risk identification, and risk mitigation strategies. 

     

    RESPONSIBILITIES:

    • The MD Advisor will work with other NextGen partners and external partners in forecasting the global demand for both current products and new products that are entering the market. Such forecasts will consider historical demand from all procurers, forecasts from USAID-supported countries, normative guidance (WHO), national health policies, epidemiologic factors such as disease burden and drug resistance, and other factors to estimate future demand of existing products and new products entering the market. They will collaborate with forecasting partners to share data and review forecast assumptions and inputs, including the Global Fund, the Bill & Melinda Gates Foundation, the Clinton Health Access Initiative, and Medicines for Malaria Venture, among others.
    • The MD Advisor will work with internal and external partners and manufacturers to forecast the global production and supply of finished products and their components, such as KSMs and, in the case of drug products, active pharmaceutical ingredients (APIs). They will engage directly with KSM and API producers on their production capacity and future plans and in mitigating existing challenges and potential risks. They will also monitor available market data such as India import/ export data to detect market trends in prices, volumes, and supplier mix.
    • The MD Advisor will work closely with the PSA’s Director, Global Coordination to establish and maintain communications and partnership with external entities involved in similar efforts in market surveillance, supplier engagement, demand and supply forecasting, and assessment and forecasting for new products entering the market.
    • The MD Advisor will be responsible for integrating the demand and supply forecasts and identifying supply risks. From demand forecasts of finished products, forecasts will also be developed for component APIs and KSMs. They will work with PSA team members and external partners to identify supply risks at the KSM, API, and FP levels and to develop and implement specific risk mitigation strategies.

     

    Required Skills Required Experience

     

    • At least 8-10 years of experience in global health.
    • Seven years or more experience in global market dynamics.
    • Specific knowledge of malaria products preferred.
    • Prior experience collaborating with global partners such as the Global Fund, the Bill & Melinda Gates Foundation, the Clinton Health Access Initiative, and/or Medicines for Malaria Venture and engaging with manufacturers.
    • Experience in demand forecasting for global health products based on health policies/practices, epidemiology, demographics, and other factors.
    • Experience effectively managing staff as well as achieving results with matrixed team members not in direct reporting relationships
    • Ability to present data and information in a compelling way to difference audiences.
    • Excellent written and spoken English and ability to communicate across technical disciplines and non-technical audience required.

    We offer our employees a competitive salary and generous benefits.  For candidates based in the U.S., the annual salary range for this position is $68,458-$159,314, the final salary is based on a variety of objective factors.
