    PATH is seeking a qualified FINANCE AND ADMINISTRATION DIRECTOR for the anticipated Uganda Health Activity (UHA). UHA is expected to increase the survival and well-being of vulnerable populations and improve overall health system resilience in priority districts of Uganda through three intermediate results: 1) improved access to and use of quality maternal, newborn, and child health (MNCH); family planning (FP)/reproductive health (RH); nutrition; and water, sanitation, and hygiene (WASH)/infection prevention and control (IPC) health services at facility- and community-levels; 2) enhanced local ownership and leadership for sustainable health outcomes; and 3) strengthened health system resilience at the regional-, district-, and community-levels.

    The F&A Director will report to the COP and will be responsible for overseeing all aspects of budgeting, financial management, and reporting; sub-award management and procurements; human resources management; asset management; logistics; and prime award compliance with terms and conditions of the award. This individual will be responsible for managing the cooperative agreement budget and preparing financial reports for submission to USAID. The F&A Director will also ensure funds expended are compliant with USG regulations and policies. This individual will ensure systems and processes are implemented effectively to support implementation of the award, including fraud and risk mitigation practices.

     

    Please note this position is contingent upon award to PATH and approval from USAID. Ugandan nationals are encouraged to apply.

     

     

    Responsibilities: 

    • Provide leadership to finance, operations, subaward and administration aspects of the project including general administrative processes, financial management, sub-award management, accounting, logistics and fleet management.
    • Oversee compliance environment of the project with sharp focus to donor, PATH and statutory requirements and controls during the life of the award.
    • Lead program annual budget development process that includes managing the annual work plan, life-of-project and activity budgets and ensuring compliance of program expenditures with approved budgets; ensure the consistency, inclusion, and accuracy of costs and that they comply with agreed policy and practices, and work with staff in developing budgets for technical activities as necessary. Revise overall and sub-budgets as needed throughout the work plan year.
    • Maintain systems for program budget monitoring and tracking that include financial and contractual data. Provide routine pipeline analyses to COP and USAID. Also, provide any ad hoc reports requested by USAID. In addition, perform routine financial analysis on program expenditures, documenting and monitoring overall performance, analyzing trends, identifying gaps to ensure efficient and sound project management.
    • Responsible for coordination of contract management activities. Work with program staff, home office and partners to draft, manage and monitor implementation of grants under contract. Provide routine progress reports to program management team.
    • Ensure adequate sub-award development processes, monitoring and management systems are in place to ensure effective and timely issuance, reporting, compliance and oversight of all sub-awards.
    • Monitor adjustments to annual budgets whenever required.
    • Coordinate monthly requests of funds, based on budget and cash flow projections, to ensure the program has all the necessary funds for the operations.
    • Review purchase orders and confer with team leader for approval, prior to issuance of the purchase orders for program procurement of commercial goods and services within agreed upon thresholds.
    • Review performance and internal controls of operations functions to identify strengths and weaknesses; support project management team and implementing partners to enforce reliable and reasonable controls for efficiency and effectiveness during of program implementation.
    • Regularly perform comprehensive risk and cost-efficiency analyses to minimize business risks during the award life cycle.
    • Ensure all program staff are trained on USAID Rules and Regulations and compliance for USAID contracts; provide regular training and coaching to staff on donor regulations, grant management systems, financial management, procurement and HR and administrative procedures.
    • Conduct regular performance assessment of staff, including providing technical support and opportunities for development.
    • Lead control, monitoring and reporting of financial operations that include among others, cash and treasury management and reporting and monitoring procedures, budgets and pipeline reporting/monitoring.
    • Ensure timely submission of administrative and financial reports to USAID and PATH HQ as required.
    • Liaise with internal and external auditors to ensure the appropriate audits are conducted and appropriate recommendations followed up and closed.

    Required Skills Required Experience

     

     

    Required Experience:

    • Professional certification (CPA or ACCA).
    • Minimum of 10 years of experience in financial and administrative management for large donor-funded development projects (>$30M of total award size).
    • Experience managing donor-funded sub-awards and subcontractors and procurements.
    • Familiarity with USG financial reporting and compliance requirements.
    • Experience in risk management and implementation of internal controls.
    • Demonstrated supervisory experience.
    • Professional level of oral and written fluency in English language.

     

    Desired Experience:

    • Master’s degree or other in Business, Accounting, Finance, or related field.
    • Expertise and experience in one or more areas: operations, human resources, logistics, or IT.
