    PATH’s Center for Digital and Data Excellence (CoDE) is dedicated to scaling Information and Communication Technology (ICT) in lower/middle income countries (LMICs) and utilizing these systems to strengthen data gathering as well as utilization. Our work is focused on supporting countries to use digital technology and data use approaches to accelerate and amplify their health investments, goals and outcomes. An important driver and component of that work is the digital transformation of global health itself. CoDE works with government ministries of health, the information and communication technology sector, the global health sector and donors to improve the use of digital technologies and data for improved health services, systems and financing, and the information systems, technologies and enabling environment factors that improve the availability and quality of those technologies and the data they support.

     

    Digital Square, an initiative within CoDE, is one of PATH’s innovative responses to Global Health challenges to be a driver of change. Conceived from the lessons of the inefficiencies and redundancies of investments in digital technologies, Digital Square brings global and regional actors together to create a new way of thinking about, and a new way of doing, development.

     

    Based in South Africa, the Technical Advisor (TA) will serve in a key role to advise on the implementation of sustainable solutions for PATH’s global programs and scalable health information systems in general. The TA will functionally report to the Director Digital Square South Africa. S/He will work with Digital Square’s broader program to support country governments with the execution digital health strategies and health information system implementations. The TA will work closely with PATH’s other divisions as required and support the vision and mission of CoDE in the use of digital health solutions across PATH programs.

     

    KEY PERFORMANCE AREAS:

     

    • Advise on and support successful technical solutions, implementation and project delivery.
    • Conduct technical landscaping, development, and management of various systems analyses and design elements in a public health setting.
    • Prepare reports/presentations for internal and external audiences.

      

    SPECIFIC DUTIES/DELIVERABLES:

     

    • Advise on and support multi-faceted, technical digital health solutions and projects spanning digital health development, implementation, design and data use in low resource, public health settings.
    • Collaborate with Digital Square leadership to monitor, track, identify and drive forward work, issues and solutions in a proactive and results driven approach with a focus on supporting country objectives and systems use.
    • Conduct technical landscape analyses and digital health mapping exercises, including the formulation of relevant technical recommendations to inform future implementation.
    • Advise on the harmonization of national interoperability architectures in support of communication with and between digital systems and technology standards to improve health system performance.
    • Promote PATH’s user-centric design methodologies for service and applications.
    • Produce technical outputs in line with overall work plan.
    • Participate in internal and external progress sessions.
    • Maintain accurate technical documentation and materials in Digital Square’s knowledge management tools and systems (meeting minutes; technical deliverables etc.)
    • Provide technical guidance to and work with sub-grantees where applicable.
    • Develop donor/client technical updates, presentations and information requests.
    • Other areas as directed by the Director Digital Square South Africa and Technical Project Manager.

     

    Required Skills Required Experience

     

    • Master’s in computer science, health informatics, or equivalent.
    • A minimum of 8 years of relevant working experience or a combined combination of education and experience in public health/IT
    • Prior experience working for the department of health at a provincial level an added advantage.
    • Strong technical digital health/health information systems strengthening skills.
    • Deep understanding of the public health sector and public health information ecosystem in South Africa.
    • Experience working with senior government officials and stakeholders to set and drive digital health priorities.
    • Ability to successfully execute and manage against deadlines and build/maintain stakeholder relationships is a must.
    • Demonstrated ability to produce high quality written reports.
    • Team-focused and collegial with the ability to interact with diverse colleagues and facilitate strong working relationships; adept at working closely with others over geographical distance.
    • Excellent written and oral communication skills in English; diplomacy in communicating with a broad and diverse audience.
    • Strong organizational skills, high level of attention to detail, and effectiveness under deadlines.
    • Must have legal authorization to work in South Africa

     

    OTHER REQUIREMENTS:

     

    • Ability to travel provincially (approximately 40%).
    • Valid driver’s license and own transport.
